This study aims to analyze the roles of public officials in charge of village development during the 1970s, who were important human resources of the rural villages in the public-private cooperation governance of the Saemaul Undong. To this end, interview materials of seven public officials in Yeongcheon City, Gyeongsangbuk-do Province were analyzed using topic modeling analysis techniques. The results obtained from this study indicate that the roles of the public officials, which were performed in cooperation with other development leaders in the village include: 1) persuasion, 2) farming education, 3) resource management, and 4) mental education. Additionally, public officials also connected the government and the rural people through the cooperative network establishment. These roles of public officials are considered functionally similar to those of other development leaders. However, public officials are distinguished in that, they prioritized the government’s position, unlike other development leaders such as Saemaul leaders/women leaders, and village heads who put people first. This research, by focusing on the roles of public officials in the 1970s in the Republic of Korea, is expected to provide a number of implications for the roles of public officials which can be adopted and utilized by officials in charge of development projects in developing countries.

본 연구는 1970년대 새마을운동의 민관협력 거버넌스에서 마을의 중요한 인적 자원이었던 마을 담당 공무원의 역할을 분석하고자 한다. 이를 위하여 토픽모델링 분석기법을 활용하여 경상북도 영천시 소속 마을 담당 공무원 7명의 인터뷰 자료를 분석하였다. 분석 결과, 마을 담당 공무원은 마을 내에서 다른 개발지도자와 협력하여 ‘주민 설득’, ‘영 농교육’, ‘자원관리’, ‘정신교육’의 역할을 했던 것으로 나타났다. 또한, ‘협력적 네트워크 구 축’을 통하여 정부와 주민을 연결했다. 마을 담당 공무원의 이러한 역할은 기능적으로 다른 개발지도자의 역할과 유사한 것으로 평가된다. 그러나 마을 담당 공무원이 정부의 입장을 우선했다는 점에서, 주민을 우선했던 새마을지도자/부녀지도자나 이장 등의 개발지도자와는 구별된다고 볼 수 있을 것이다. 본 연구는 또한, 1970년대 마을 담당 공무원의 역할을 고찰 함으로써 개도국 공무원이 개발사업에서 담당해야 할 역할에 대한 시사점을 제공할 것으로 기대된다.
