Voyeurism crimes are punished under the Special Act on the Punishment of Sexual Violence Crimes or the Act on Promotion of Information and Communication Network Utilization and Information Protection, and the government is pushing for various measures to eradicate voyeurism crimes. However, voyeurism crimes continue to increase, and various types of voyeurism crimes are occurring. With the full implementation of the autonomous police system from July 1, 2021, voyeurism crimes were also included in autonomous police affairs. Therefore, the eradication of voyeurism crimes has now become the duty of local governments to direct not only the national police but also the autonomous police. With the development of technology, various micro-cameras used for voyeurism crimes have been developed, and because they are easy to purchase, they are installed in public toilets, subways, and accommodations, and such videos are rapidly spreading through SNS and Internet communities. The damage is getting worse because it is difficult to delete videos that have been filmed and distributed once. Accordingly, since 2019, the government has begun developing detector technology to detect illegal photographing devices in advance to prevent illegal photographing crimes. Detectors for the general public were developed in the form of accessories that could be linked to smartphones such as smartphone cases, and expert detectors were developed to determine where illegal filming devices were actually installed. In addition, fixed detection devices that can be installed in toilets have been developed and are currently being piloted. The development of these devices is expected to eradicate illegal filming crimes, as argued in everyday activity theory and anytime theory. This study has limitations in literature research, and in future studies, it is necessary to analyze the effectiveness of illegal photographing device detection devices placed in actual sites.

불법촬영 범죄는 ‘성폭력범죄의 처벌 등에 관한 특례법’이나 ‘정보통신망 이용촉진 및 정보보호등에 관한 법률’에 의거하여 처벌을 받고 있으며, 정부는 불법촬영 범죄 근 절을 위해 다양한 대책을 추진하고 있다. 그러나 불법촬영 범죄는 지속적으로 증가하고 있으며, 다양한 형태의 불법촬영 범죄가 발생하고 있다. 2021년 7월 1일부터 자치경찰 제가 전면 시행되면서 불법촬영 범죄도 자치경찰사무에 포함이 되었다. 따라서 이제는 불법촬영 범죄의 근절이 국가경찰뿐만 아니라 자치경찰을 지휘하는 지방자치단체의 의 무가 되었다. 기술의 발전에 따라서 불법촬영 범죄에 악용되고 있는 초소형 카메라들은 다양하게 개발이 되었으며, 구입이 용이하여 공중화장실, 지하철, 숙박업소 등에 설치하여 촬영 이 되고, 이렇게 촬영된 영상 등은 SNS나 인터넷 커뮤니티 등을 통하여 급속하게 확산 되고 있다. 한번 촬영되고 유포된 영상은 삭제가 어려워 피해가 날로 심각해지고 있다. 이에 따라 정부는 지난 2019년부터 불법촬영 범죄를 예방하기 위하여 사전에 불법촬 영 기기를 탐지하는 탐지기 기술 개발에 착수하였다. 일반인용 탐지기는 스마트폰 케이스 등 스마트폰과 연계 가능한 액세서리 형태로 개발이 되고, 전문가용 탐지기는 실제 불법촬영 기기가 설치된 위치를 파악하도록 개발이 되었다. 또한 화장실 등에 설치할 수 있는 고정형 탐지 장치도 개발이 되어 현재 시범 운영이 되고 있다. 이러한 기기의 개발은 일상활동 이론 및 억제이론에서 주장하는 것처럼 불법촬영 범죄를 근절할 수 있을 것으로 예상된다. 본 연구는 문헌 연구의 한계를 지니고 있으며, 향후 연구에서는 실제 현장에 배치된 불법촬영 기기 탐지 장치의 효과성을 분석할 필요가 있다.
