This study analyzes Germany's discourses on the concept of European strategic autonomy, which is re-emerging due to intensifying the US – China competition, and analyzes how this concept will affect the change and continuity of Germany's foreign and security policy. Although the EU's foreign and security policy is determined and implemented through the agreement and consent of each member state, it is still important to grasp Germany's understanding of the concept of strategic autonomy in that the will of the leading country is important for the realization of the policy. This study argues that the factors determining the change and continuity of Germany's strategic autonomy discourses are not only the international systemic factors of US-China competition, but rather the domestic factors and the policy-making process that mediates Germany's strategic culture. Therefore, based on the understanding of the strategic autonomy of Germany, a leading member of the EU, the perception of Germany's current situation and the direction of its foreign and security policy are identified. It will be possible to understand the significant variables that can be explored for the direction of EU foreign and security policy.

본 연구는 미·중 경쟁의 심화로 재부상하고 있는 유럽 전략적 자율성 개념에 대한 독일의 담론을 분석하고 이 개념이 독일의 외교 안보 정책의 변화와 연속성에 어떠한 영향을 미칠 것인지 분석한다. 유럽연합의 외교 안보 정책은 각 회원국의 합의와 동의를 통해 결정되고 실행되지만, 정책의 실현은 주도국가인 독일의 의지가 중요하다는 점에서 전략적 자율성 개념에 대한 독일의 이해를 파악하는 것은 여전히 이러한 개념이 논의 중에 있다는 점에서 중요하다. 본 연구는 독일의 전략적 자율성 담론의 변화와 연속성을 결정하는 요인은 미·중 경쟁이라는 체제적 요인이라기보다 체제적 요인과 독일의 전략 문화를 매개하는 정책 결정 엘리트 행위자와의 상호작용임을 주장한다. 따라서 EU의 주요 회원국인 독일의 전략적 자율성에 대한 이해를 바탕으로 독일의 현 정세에 대한 인식과 외교 안보 정책의 방향성을 파악함으로써 유럽의 전략적 자율성 개념에 대한 회원국 공동의 이해와 실질적인 실행이 구체화 될 유럽의 외교 안보 정책의 방향성을 탐색할 수 있는 주요 변수에 대한 이해가 가능하게 될 것이다.
