The title of this thesis is a study on public service ethics of Yonghyeonchaek shown in 『Mokminsimseo』. 『Mokminsimseo』 by Dasan is a practical text of ‘Xiaxue-ershangda’ in daily use. The phases of the times witnessed by Dasan were government officials' tyranny and corruption and farmers who got tired of life. 『Mokminsimseo』 especially emphasizes governors' integrity and thorough supervision of local clerks. This thesis focused on securing universality of moral code rules through public service ethics of Yonghyeonchaek shown in 『Mokminsimseo』 and clarifying its validity. Interest in and efforts for public service ethics of personnel policies (Yonghyeonchaek) are urgently required in the 21st century. The thesis included problem posing, the philosophical base of public service ethics of Yonghyeonchaek, practical philosophy of public service ethics, and public service ethics of the spirit of loving the people in the table of contents. Order for taking leadership presented by Dasan is organized to be frugality → integrity → person of true goodness → public duty, executional methods for self-cultivation → family in harmony → governing the country, fundamental goals of Confucianism. Today, public service ethics of Yonghyeonchaek by Dasan is serious philosophical perspectives transcending the times, universality of the contents, and concrete and realistic practice. Politicians and government officials in the liberal demacratic system should seek public interest as servants of the country as a whole. Because the government officials exercise power to have profound impact on the living of the people, they get to expect their high ethics. In the end, ethical standards for government officials can be defined as public service ethics through Dasan's Yonghyeonchaek.

본 논문의 제목은 『목민심서』에 나타난 용현책의 공직윤리 연구이다. 다산의 『목민심서』는 일용사 ‘하학이상달’의 실천실용적인 텍스트이다. 다산이 목도한 당시 시대상은 관리들의 횡포와 부정부패, 농민들의 지친 삶이다. 『목민심서』는 특히 목민관의 청렴을 강조하고 아전 들을 철저하게 단속할 것을 강조한다. 본 논고에서는 『목민심서』에 나타난 용현책의 공직정 윤리을 통해 도덕률의 보편성 확보와 『목민심서』에 나타난 용현책의 공직윤리의 타당성을 밝 히는데 중점을 두었다. 21세기 인사정책(용현책)의 공직윤리를 위한 관심과 노력이 어느 때보 다도 절실히 요청된다. 본 논고에서는 문제제기와 더불어 용현책의 공직윤리 철학적 기초/ 용현책의 공직윤리 및 실천철학/ 애민정신의 공직윤리로 목차를 정리하였다. 다산이 제시하는 리더십 발휘의 순서는, 유학의 근본목표인 수기→제가→치국을 위한 실 행의 방법인 검약→청렴→인자→봉공으로 정리된다. 오늘날 다산의 용현책의 공직윤리는 시 대를 뛰어넘는 진지한 철학적 안목, 그 내용의 보편성과 구체적이고도 현실적인 실천성이다. 자유민주주의 체제에서 위정자 및 공직자들은 국민 전체의 봉사자로서 공익을 추구해야 할 입장에 있다. 공직자들은 국민생활에 커다란 영향을 미칠수 있는 권력을 행사하기 때문에 국 민은 공직자의 높은 윤리를 기대하게 된다. 결국 공직자들에 대한 윤리적 기준은 다산의 용현 책을 통한 공직윤리로 정의된다고 할 수 있다.
