It is a well-known fact that citizens' cooperation with the police is urgently required in the complex and diverse security environment of modern society. For this reason, the importance of voluntary cooperation with the police of citizens to overcome the limitations of the recent response to the crime problem and meet the safety needs of citizens has been emphasized. It is said that citizens decide whether to cooperate or not according to the degree to which they trust the police. The police reliability can be explained by the instrumental model of the traditional perspective and the expressive model that social cohesion, informal social control and the level of morality in the communities are expressed. The purpose of this study was to find out how the factors of the above two models have a discriminatory effect on citizens' willingness to cooperate with the police through the mediation of the confidence of police.In particular, this paper compared and verified Ukraine in Eastern Europe, which have different political, economic, social, cultural, and police organizations from South Korea and South Korea. As a result, there was no difference in the confidence of police and willingness to cooperate between the two countries. This means that in diagnosing citizens' willingness to cooperate with the police, not only official national indicators but also social backgrounds of each country should be considered. In addition, the influence of social cohesion on the willingness to cooperate in the two countries was consistently high. Based on these analysis results, overseas cases and policies were discussed to enhance citizens' willingness to cooperate.

현대 사회의 복잡다기한 치안환경에서 경찰의 목적 달성을 위해 시민들의 협력이 요구됨은 주지의 사실이다. 이에 따라 오늘날 민경 협력치안의 중요성이 강조되고 있으며 학계에서도 시민의 협력의지를 제고하기 위한 연구가 증가하고 있다. 시민들 은 경찰을 신뢰하는 정도에 따라 협력여부를 결정한다고 한다. 이러한 경찰신뢰도는 전통적인 시각의 도구적 모형과 지역사회 구성원간의 유대와 비공식적 통제, 그리고 지역의 도덕수준 등이 신뢰도로 표출된다는 표현적 모형으로 설명된다. 본 연구는 위 두 시각의 요인이 경찰신뢰도의 매개에 의하여 시민의 경찰에 대한 협력의지에 어떠한 차별적인 영향을 주는지 알아보고자 하였다. 이를 위해, 상이한 정치·경제·사회·문화·경찰조직을 가지고 있는 동아시아의 한국과 동유럽의 우크라이 나를 비교·검증 하였다. 그 결과, 양국의 경찰신뢰도와 협력의지에 유의미한 차이는 발견되지 않았다. 또한, 양국 모두 사회적 유대의 인식이 경찰에 대한 협력의지에 대해 일관되게 강한 영향을 주는 것으로 나타났다. 이러한 분석결과를 바탕으로 시 민의 협력의지를 제고하기 위해서 해외 사례 및 정책에 관해 논의하였다
