The purpose of this study is to analyze from the perspective of lifelong education the activation method of field education of intellectual property rights currently being implemented by the Korean Intellectual Property Office to reduce the information gap among the IP vulnerable. The conclusion of this study are as follows. First, it is required to develop a patented information search and e-application education program. Second, practical education that can be used in practice is necessary. Third, it is necessary to apply adult learning methods that are being studied in the lifelong education field. Fourth, it should also be improved to improve the quality and internalization of the patent information search and electronic filing education. Fifth, it is necessary to develop education contents and education methods centered on adult learners. Sixth, the demand for on-site training for patent information retrieval and electronic filing education has been high in universities and corporations, but it has not fully satisfied the quality and quantity. Seventh, it is necessary to expand educational opportunities by strengthening public relations with educational institutions and intellectual property rights education institutions that target to the local citizens.

본 연구는 현행 특허청과 한국특허정보원에서 시행하고 있는 찾아가는 특허정보검색 및 전 자출원 교육의 실태를 평생교육적 관점에서 파악하고 활성화 방안을 모색하는데 목적이 있 다. 본 연구에서는 찾아가는 특허정보검색 및 전자출원 교육 사업과 관련된 경력 3년 이상의 신청기관의 교육프로그램 운영담당자 9명을 추천받아 연구대상자로 선정하여 심층인터뷰를 실시하였으며, 교육프로그램 운영담당자들의 경험과 역량을 파악하기 위해 내러티브 연구기 법을 시도하였다. 본 연구의 결과를 분석하여 다음과 같은 결론을 도출하였다. 첫째, 영역별 로 세분화되고 전문화된 찾아가는 특허정보검색 및 전자출원 교육 프로그램 개발이 요구된 다. 둘째, 실전에서 활용할 수 있는 실무 중심의 교육이 필요하다. 셋째, 평생교육 영역에서 연구되고 있는 성인학습방법을 적용할 필요성이 있다. 넷째, 전문교재 개발과 교수학습 방법 의 개선 역시 특허정보검색 및 전자출원 교육의 질적 제고와 내실화를 위해서 속히 개선되어 야 할 사항이다. 다섯째, 성인학습자 중심의 교육내용 및 교육방법 개발이 필요하다. 여섯째, 전문 교수 인력의 확대와 역량강화를 통해 교육 인프라를 구축하는 것이 중요하다. 일곱째, 대학의 경우 지역에 있는 시민들을 대상으로 찾아가는 특허정보검색 및 전자출원 교육 실시 기관과 교육내용에 대한 홍보를 강화하여 교육기회를 확장하는 것이 필요하다.
