The purpose of this study is to present a model of legislative education linked to participation in society as a democratic citizen. To this end, the existing discussion on legislative education was analyzed and the limitations were supplemented to develop a model for legislative education. Legislative education is an education that is designed to make laws and provides an experience for citizens to form the norms of our society on their own. Legislative education classes that enable social participation do not stop at experiencing the legislative process. As a democratic citizen who actively solves our society’s problems, we contemplate what good laws can bring better results, and we deliver the citizens’ voices to representatives by expressing their opinions. The main steps are: Recognize the problems around us and analyze their causes. And analyze the law related to the problem. Find out whether current laws exist and, if so, what their limits are. In this way, we explore alternatives to solve the problem. If the necessity of enacting or amending the law is derived from the search for alternatives, draft the bill is prepared. When a bill is drafted, the purpose and content of the bill are announced, and the bill is discussed. As a result of the discussion, the draft of the bill is revised, and the bill is finally drawn up. And actually propose the derived bill. And the whole legislative process is evaluated and feedback is given. As such, legislative education linked to social participation is spatially connected to the outside of school in that it complements the limitations of representative democracy, and in content, it has the significance of civic education, connecting the law and political realms.

본 연구는 민주시민으로 사회참여와 연결한 입법교육 수업모형을 제시하는 것을 목적으로 한다. 이 를 위해 입법교육에 대한 기존의 논의를 분석하고, 그 한계를 보완하여 입법교육 수업모형을 개발하였다. 입법교육은 법을 만들 수 있도록 구성된 교육으로 우리 사회의 규범을 시민 스스로 형성해보는 경 험을 제공한다. 사회참여와 연결한 입법교육 수업은 입법 과정을 경험하는 것에서 그치지 않는다. 우 리 사회의 문제를 능동적으로 해결하는 민주 시민으로 더 나은 결과를 가져올 수 있는 좋은 법이 무엇 인지 고민하고, 이에 대한 의견을 개진함으로써 시민의 목소리를 대표자에게 전달한다. 주요 단계는 다음과 같다. 우리 주변의 문제를 인식하고, 그 원인을 분석한다. 그리고 문제와 관련된 법을 분석한다. 현행법이 존재하는지, 존재한다면 법 내용의 한계는 무엇인지를 찾는다. 이를 통해 문제를 해결하기 위한 대안을 탐색한다. 대안 탐색에서 법의 제ㆍ개정 필요성을 도출하였다면, 법안의 초안을 작성한다. 법안의 초안이 작성되면, 법안의 취지와 내용을 발표하고, 법안에 대해 토론을 한다. 토론 결과 법안의 초안을 수정하고, 법안을 최종적으로 도출한다. 그리고 도출된 법안을 실제로 제안한다. 그리고 입법 과정 전반에 대해 평가하며 환류한다. 이처럼 사회참여와 연결한 입법교육은 대의 민주주의의 한계를 보완한다는 점에서 공간적으로는 학 교 밖과 연결되고, 내용적으로는 법과 정치 영역을 연결하는 시민교육적 의의를 가진다.
