This study conducted in-depth interviews from September to October 2021 with (preliminary) entrepreneurs who received business plan consultation through a business start-up support initiative. In this way, we will try to identify the impact of business plan consulting on startup activities in detail and clarify the importance and value of the business plan in business start-up education. In addition, the purpose of the study is to propose a business plan education development strategy and to play the preliminary role of facilitating active discussion in this area. Comprehensive results of this study revealed that business plan education had a significant impact on strengthening the founder's empowerment and corporate development, and among them, it had a positive effect on the design and sophistication of business models. Therefore, two topics, found to be valid, have been suggested in this study. “Research Question 1: Does business plan writing education have a positive effect on business development?” and “Research Question 2: Does Business plan writing education have a positive effect on strengthening the competence of entrepreneurs?” In addition, as “strengthening the competence of the entrepreneur” and “business development” were the main concepts representing business start-up activities in this study, it can be stated that business plan education had a significant influence on business start-up activities. Reorganizing and expanding the budget connected to consultation time appears to be essential in response to “Research Question 3: What is the principal means by which to improve the education of the business plan to increase the satisfaction of the participants?”. Consequentially, this study is significant in exploring the satisfaction and dissatisfaction factors from the perspective of the (preliminary) entrepreneurs, strives to obtain a better perspective of the current business plan education, and thoroughly explores the business plan consulting from the participant’s point of view. Thus, this paper is expected to open the discussion on business plan-related preliminary research.

본 연구는 창업지원사업을 통해 사업계획서 컨설팅을 받은 (예비) 창업자들을 대상으로 2021년 9월부터 10월까지 심층인터뷰를 진행하였다. 이를 통해 사업계획서가 창업활동에 끼치는 영향을 구체적으로 파악하여 창업교육 내 사업계획서가 가지는 중요성과 가치를 밝혀내고자 한다. 또한 사업계획서 교육 발전 방안을 제언하여 관련 연구의 시론적 기능을 수행하는 것을 연구의 목적으로 둔다. 본 연구의 결과를 종합해본다면 사업계획서 교육은 창업자 역량 강화와 기업 발 전에 유의미한 영향을 끼친 것으로 드러났으며, 그중에서도 비즈니스 모델 설계 및 고도화에 긍 정적 효과를 낸 것으로 도출되었다. 따라서 본 논문에서 제시한 “연구문제 1. 사업계획서 교육이 기업 발전에 긍정적인 영향을 끼칠 것인가?”와 “연구문제 2. 사업계획서 교육이 창업자 역량 강 화에 긍정적 영향을 끼칠 것인가?”는 모두 유의미하게 나타난 것이다. 또한 본 연구에서 ‘창업자 역량 강화’와 ‘기업 발전’은 창업활동을 대표하는 주된 개념이었기에, 사업계획서 교육이 창업활 동에 유의미한 영향을 끼쳤다고도 말할 수 있다. “연구문제 3. 사업계획서 교육을 개선하여 참여 자의 만족도를 높일 수 있는 방법은 무엇인가?”에 대해서는 컨설팅 시간과 관련한 예산 확대 및 개편이 시급하다고 여겨진다. 결과적으로 본 연구는 (예비) 창업자의 입장에서 만족 요인과 불만 족 요인을 탐색하여 현행 사업계획서 교육이 더 나은 양상을 갖출 수 있도록 노력하였으며, 나아가 사업계획서 컨설팅을 참여자의 입장에서 심층적으로 탐색해 새로운 시각으로 바라보았다는 연구 의의를 지닌다. 이에 따라 본고는 사업계획서 관련 연구의 시론으로 그 위상을 떨칠 것이다.
