This study provides basic data by analyzing changes in the working environment of surveillance or intermittent workers due to the enforcement of the ｢Multi-family Housing Management Act｣, which will be implemented from October 21st, and will present various viewpoints and interpretations of private security as a security guard. In addition, changing surveillance or intermittent workers approval standards and changes in private expenses do not stop at simply improving the treatment and treatment of apartment security guards, but also improve the efficiency and safety of apartment house management, the aging and re-employment of government policies, and human rights and welfare issues. The purpose of this study is to achieve solutions, such as strengthening the professionalism of security guards and security companies. As a result of analyzing the papers and data studied so far, and examining changes through the surveillance or intermittent workers system through the revision of the ｢Multi-family Housing Management Act｣ and the ｢Security Services Industry Act｣, the following problems were derived. first, professional identity is disappearing, and second, security guards are still in dual management. Third, the distinction between managers and security guards was not clear, and fourth, there was a limit to the security services provided. The countermeasures are first, the need to review the standards for surveillance or intermittent workers approval by apartment house guards, second, unification of apartment house guards into the Security Business Act, and third, development of new security services.

이 연구는 10월 21일부터 실시되는 ｢공동주택관리법｣ 시행으로 인한 감시·단속적 근로자 근무 환 경에 대한 변화를 분석해 기초자료로 제공하고, 이에 대한 다양한 관점과 경비원으로서 민간경비론 적 해석을 제시할 것이다. 또한 달라지는 감시·단속적 근로자의 승인기준과 민간경비의 변화는 단순 히 공동주택 경비원들의 처우와 대우만을 향상시키는 것에서 그칠 것이 아니라 공동주택관리의 효 율성과 안전, 정부의 정책의 고령화와 재취업, 인권과 복지 문제의 해결, 경비원과 경비업체의 전문 성 강화 등을 함께 이루어내는 것을 연구의 목적으로 한다. 현재까지 연구된 논문과 자료를 분석하 고, ｢공동주택관리법｣의 개정을 통한 감시·단속적 근로자 제도와 ｢경비업법｣을 통한 변화를 살펴본 결과, 다음과 같은 문제점이 도출되었다. 첫 번째, 직업적 정체성이 사라지고 있고, 두 번째, 경비원 이 관리가 아직 이원화 되어 있었다. 세 번째, 관리원과 경비원의 구분이 명확하지 않았고, 네 번째, 제공하는 치안서비스에 한계가 있었다. 대응 방안으로는 첫 번째, 공동주택경비원의 감시·단속적 근 로자 승인기준에 대한 재검토 필요, 두 번째, 공동주택경비원을 경비업법으로 일원화, 세 번째, 새로 운 치안서비스 개발니 필요한 것으로 나타났다.
