Looking at Korea’s economic development from a ‘dynamic perspective’ and a ‘marginal response’, new insights can be gained. In a given situation, depending on the character of the new policy, either the economy develops or the economy stagnates. If the new economic policy is pro-market, the economy will develop, and if it is anti-market, the economy will retreat. From this perspective, it is possible to understand the phenomenon of rapid growth of the Korean economy during the Park Chung-Hee administration, when the government intervened deeply in the economy, even though the government’s intervention in the economy did not conform to the principles of market economy. The reason why the Korean economy developed despite the government’s deep involvement in the economy during the Park Chung-Hee administration was because the economic policies of the Park Chung-Hee administration were more ‘pro-market’ than in the previous period.

한국의 경제발전을 ‘동태적 시각’과 ‘한계적 반응’으로 보면 새로운 통찰력을 얻 을 수 있다. 주어진 상황에서 새로운 정책의 ‘성격’(性格)에 따라서 경제가 발전하 든가 아니면 경제가 침체된다. 새로운 경제정책이 친(親)시장적이면 경제가 발전 하고, 반(反)시장적이면 경제가 후퇴하게 된다. 이러한 측면에서 보면 정부가 경제 에 개입하는 것이 시장경제원리에 부합되지 않음에도 불구하고 정부가 경제에 깊 숙이 개입한 박정희 정부의 시기에 우리 경제가 급속히 성장한 현상을 이해할 수 있다. 박정희 정부시절 정부가 경제에 깊숙이 개입했음에도 불구하고 경제가 발전 한 이유는 그 이전의 시기에 비해서 박정희 정부의 경제정책이 더욱 더 ‘친시장적’ 이었기 때문이다.
