In this short paper, I will argue that the economic differentiation policy adopted by the Saemaul Undong is a universal success principle of economic development policy, and it can make a decisive contribution not only to solving the poverty problem in the world’s underdeveloped countries, but also to the recovery of shared growth of advanced countries that have fallen into economic stagnation and polarization. I will also argue that our experiences and theories of the “Miracle on the Han River”, including the Saemaul Undong, can make a decisive contribution to the recovery of the growth of advanced countries that have fallen into economic stagnation as well as to solve the poverty problem in the world’s underdeveloped countries. If we can share our “Theory of Saemaul Undong’s success”, I think the world will be able to minimize trial and error in future efforts to solve the poverty problem. Furthermore, by comparing Saemaul Undong and the popular ‘quasi-community development model’ with the ‘core principle of Saemaul Undong’, we reexamine the advantages of Saemaul Undong, which must be understood in the process of internationalization of Saemaul Undong.

본 소고에서는 새마을운동이 채택한 ‘경제적 차별화 정책’은 경제발전 정책의 보편적 성공원리로서 세계 후진국의 빈곤문제 해결은 물론이고, 경제침체와 양극 화에 빠진 선진국들의 동반성장 회복에 결정적인 기여를 할 수 있다고 주장하고자 한다. 필자는 그동안 새마을운동을 포함하여 우리의 “한강의 기적”의 경험과 이론 이 세계 후진국의 빈곤문제 해결은 물론이고, 경제침체에 빠진 선진국들의 성장 회복에 결정적인 기여를 할 수 있다는 주장을 해왔다. 우리의 “새마을운동 성공이 론”을 공유할 수 있다면 전 세계가 향후 빈곤문제 해결 노력에 있어 시행착오를 최소화할 수 있으리라 생각한다. 나아가 ‘새마을운동의 핵심원리’를 중심으로 새마 을운동과 세계적으로 인기 있는 유사(類似) 지역사회개발 모형들을 상호 비교함으 로써 새마을운동의 국제화 과정에서 반드시 이해되어야할 새마을운동만이 갖는 장점들을 재점검하고 확인하고자 한다.
