The purpose of this study was to develop of measures elements for organizational creativity scale for early childhood education institutions through delphi method. In order this study, a panel of 27 experts consisting of 13 experts in early childhood education theory and creativity and 14 experts in the field of early childhood education was formed. The data collection and analysis period of this study was from October 2019 to march 2020. The first data were analyzed for content, and the second and third data were analyzed for mean and standard deviation, skewness, median, quartile, CVR, convergence, and agreement. The research results are as follow, First, in the Delphi primary, three levels, nine factors, one hundred and thirty question items were developed according to the concept of organizational creativity for early childhood education institutions. At the Delphi second round was revised to Sixty-three question items in each of the eight factors on the three levels. At the third Delphi round was derived to Forty-eight question items in each of the eight factors, including professional competence(6 items), creative capabilities(11 items), administrator’s leadership(10 items), autonomy(6 items), communication(6 items), organizational culture(6 items), organizational resources(5 items), and creative management system(6 items), at three levels such as individual, group, and organization. As a result, the scale was confirmed to be a highly reliable tool that can appropriately and consistently evaluate organizational creativity in early childhood education institutions. In this regard, this scale is expected to contribute to diagnosing and improving the organizational creativity of early childhood education institutions.

본 연구에서는 오늘날 복잡하고 역동적인 교육환경에서 유아교육기관의 교육목표 달성과 조직의 발전을 위한 핵심 요소인 조직창의성을 측정할 수 있는 도구를 델파이 기법을 적용하여 개발하고자 한다. 본 연구를 위하여 유아교육 이론 및 창의성 전문가 13명과 유아교육 현장전문가 14명으로 구성된 27명의 전문가 패널을 구성하였다. 본 연구는 2019년 10월에서 2020년 3월 동안 3차에 걸친 델파이 조사를 실시하였다. 델파이 조사 자료는 SPSS 22.0 프로그램을 사용하여 분석하였다. 1차 델파이 조사결과의 분석은 전문가 패널들의 응답을 반복해서 읽고 유사한 반응을 범주화하였다. 2차와 3차 델파이 조사 결과 분석은 전문가 패널들의 응답분포를 살펴보기 위하여 평균, 표준편차, 왜도, 사분위수, CVR 값, 합의도, 수렴도를 산출하였다. 이를 통한 연구결과는 다음과 같다. 1차 델파이 조사에서는 개인, 집단, 조직 수준의 3영역, 전문적 역량, 창의적 역량, 관리자의 리더십, 자율성, 의사소통, 다양성, 조직문화, 조직자원, 창의적 운영제도의 9요인, 103문항이 개발되었고, 2차 델파이 조사에서는 개인, 집단, 조직 수준의 3영역, 전문적 역량, 창의적 역량, 관리자의 리더십, 자율성, 의사소통, 조직문화, 조직자원, 창의적 운영제도의 8요인, 63문항으로 수정되었다. 3차 델파이 조사에서는 개인, 집단, 조직수준의 3영역, 전문적 역량, 창의적 역량, 관리자의 리더십, 자율성, 의사소통, 조직문화, 조직자원, 창의적 운영제도의 8요인, 총 57문항으로 최종안이 도출되었다. 본 연구의 의의는 다음과 같다. 본 연구는 주로 일반 기업 또는 연구기관을 대상으로 이루어진 조직창의성 연구를 유아교육기관 조직에 접목하여 조직창의성 연구 분야를 확대하였으며, 대체로 개인수준의 창의성을 연구해온 유아교육 분야에서 창의성 연구의 질적 도약에 기여했다는 점에서 의의가 있다.
