The purpose of local diplomacy of local governments is to foster the international understanding of residents and to develop them economically. Local government diplomacy also includes policies that take place within the region, compared to the fact that most national diplomacy develops overseas. In this paper, the diplomacy of local governments is classified with reference to existing studies. It was divided into introverted type(内向型) and extroverted type(外向型) according to "regions where local diplomacy is developed", and classified into internally oriented(内部指向) and externally oriented(外部指向) according to "target of local foreign policy". Based on this classification, This paper analyzed the contents of local diplomacy in Fukushima and Yamagata prefectures in the Tohoku region by the above classification. Fukushima Prefecture has focused on local diplomacy to minimize the damage caused by the rumors of the Great East Japan Earthquake(東日本大震災). Fukushima Prefecture focused mainly on externally oriented(外部指向) diplomacy in introverted type(内向型) local diplomacy. In addition, Fukushima Prefecture is focusing on extroverted type(外向型) local diplomacy regardless of whether it is internally oriented(内部指向) or externally oriented(外部指向). Local diplomacy is being conducted with foreigners and foreign countries in order to dispel the negative image of the prefecture affected by the Great East Japan Earthquake (東日本大震災). In the case of Yamagata Prefecture, the basic direction of international strategy is focused on internationalization within the prefecture. Yamagata Prefecture focused on internally oriented(内部指向) local diplomacy regardless of introverted type(内向型) or extroverted type(外向型). In addition, Yamagata Prefecture’s policy is to utilize the areas of sister-friendly relationships that are classified as extroverted type(外向型) and internally oriented(内部指向), and there is much education for the international knowledge development of the citizens of the prefecture. Fukushima and Yamagata prefectures are also located in the Tohoku region, but promoted local diplomacy to overcome the problems that are necessary and need to be solved depending on the circumstances.

지방정부의 지방외교는 주 목적이 주민의 정신적 물질적 발전을 위한 것으로, 국가의 외교가 대부분 해외에서 진행되는 것에 비해 지방정부의 외교는 지역주민의 국제적 이해 등을 향상 시키고 지역의 발전 등을 위해 해외뿐만 아니라 지역 내에서 진행되는 것을 말한다. 이러한 지방외교의 특성을 고려하여 본 고에서는 기존의 연구를 토대로 지방외교를 ‘지방외교를전개하는 지역’에 따라 내향형과 외향형으로 구분하고 동시에 ‘지방외교 정책의 대상’에 따라내부지향과 외부지향으로 분류하였다. 그리고 이러한 분류에 따라 도호쿠지역의 후쿠시마현과야마가타현의 지방외교의 내용을 분석하였다. 후쿠시마현의 경우에는 동일본 대지진의 풍설 피해를 최소화하기 위한 지방외교에 중점을둔 것으로 보인다. 후쿠시마현의 경우 내향형 지방외교 중에 주로 외부지향적 외교에 중점을둔 것으로 보인다. 후쿠시마현은 외향형 지방외교에는 내부지향 외부지향을 불문하고 많은 힘을 기울인 것으로 나타났다. 후쿠시마현의 경우에는 동일본대지진의 피해현으로써 부정적 이미지를 불식시키기 위해 주로 외국인과 외국에 대해 지방외교 정책을 추진한 것으로 보인다. 야마가타현의 경우에는 국제전략의 기본적인 방향을 현내의 국제화에 초점을 두고 있는 것처럼 주로 내향형 외향형을 불문하고 내부지향적인 지방외교에 중점을 두고 있다. 글로벌 인재를 육성하고 국제 이해를 높이는 교육을 강화하는 사업이 지방외교의 주요 내용이다. 또한 외향형 내부지향 지방외교로 분류할 수 있는 사업으로 자매 우호 지역을 활용하여 현민이 해외에서 국제적 지식 습득하게 하기 위해 교육하는 사업을 전개하였다. 이상에서 본 바와 같이 후쿠시마현과 야마가타현은 같은 도호쿠지역에 위치해 있지만 처해있는 사정이 다른 만큼, 가장 필요하고 해결해야 하는 문제를 극복하기 위한 지방외교 정책을추진하고 있다고 할 수 있다.

地方政府の地方外交の目的は住民の国際的な理解度の涵養と経済的発展のためである。国の 外交が海外を舞台に展開することが殆んどであることに比べて地方政府の外交は地域内で行われる 政策も含めている。本論文では既存の研究を参考にして地方政府の外交を分類した。＇地方外交 を展開する地域＇によって内向型と外向型に区分し、＇地方外交政策の対象＇によって内部指向と 外部指向に分類した。この分類によって東北地域の福島県と山形県の地方外交の内容を分析した。 福島県の場合は東日本大震災の風評被害を最小化するための地方外交に重点を置いた。福島 県の場合は内向型地方外交のなかで主に外部指向の外交に力を入れた。外向型地方外交は内部 指向外部指向を問わずに力を入れている。東日本大震災の被害県としての負のイメージを払拭する ために外国人と外国に対して地方外交を行われている。 山形県の場合は国際戦略に基本方向を県内の国際化の焦点を当ている。内向型外向型を関係 なく内部指向の地方外交に重点を置いた。グローバル人材育成と国際的な理解度を高める教育を強 化する事業が地方外交の重要な政策である。また外向型内部指向として分類される姉妹友好関係の 地域を活用して県民の国際的な知識育成のための教育をした。 福島県と山形県は同じく東北地域に位置しながら各々の事情によって必要で解決すべき問題を克 服するための地方外交を推進していた。
