The principle of identity of intangible cultural heritage is well aligned with the principles of tradition. Traditional culture develops from ancient wisdom, and one of the geographical elements of intangible cultural heritage of Gangwon Province is that they bring the original form to life. The elements of Gangwon Province’s study of human nature, the good human nature, circle of peace, and force of nature, are all prominent, although each of them is more visible than others in different areas. The issue of creativity with regards to intangible cultural heritage is based on “the Wealth of Towns”, meaning that cultural art performances should be encouraged, IP rights should be protected for developing cultural products, creating more local brands and landmarks to boost the local cultural sector. Cultural items should highlight unique aspects of the local culture and more of such unique cultural elements should be designated as intangible cultural heritage. Designation of intangible cultural heritage should help keep balance of regions, which can be studied through comparing a local culture to that of other people, other regions in Asia, and other cities and provinces. Such comparisons can serve as a foundation of designation of intangible cultural heritage that can be used for designated management, transmission, and as local resources. Bearers of intangible cultural heritage must engage in cultural exchange with other cities and provinces to spread, build upon, and recreate his/her cultural asset, backed by active support from local governments, in this case, the Provincial Government of Gangwon.

강원도 무형문화재의 정체성 원칙에는 전통론(傳統論) 시각이 작용한다. 전 통문화유산은 오래된 지혜의 무형의 소산물이다. 강원도 무형문화재 지역적 특징은 ‘원형 그대로를 재현’하고 예술적 학술적 가치가 큰 것이다. 대체로 강원도 향토색이 현저한 것인데 지역 인성론(人性論) 곧 인정(인간문화재)의 순박성, 대동의 순환성, 자연의 생리성을 항목에 따라 차이가 보이나 두루 내재 하고 있다. 문화유산으로서 무형문화재(총 36건)의 창조성 문제는 도 지정문화재 32건 으로 ‘향부론(鄕富論)’에 우선한다. 무형문화재 적극 발굴을 전제로 전형의 실 제 공연 프로그램 강화, 관련 지적 재산권을 통한 문화상품 개발, 지역 브랜드와 랜드마크를 위한 문화산업 견인이 그것이다. 대상 항목은 지역의 특수성을 끌어내고 독자성을 살린 종목 지정-예비지정 전통주, 방언, 황토잽이, 덕장 기술 등-을 확장해야 하는 것이다. 무형문화재의 지정관리에 대해 지역 균형에 대한 ‘지역학(地域學)’ 전략이 필요하다. 이는 남과의 비교-아시아 간의 비교, 타 시도 간의 비교-를 통해서만 비로소 드러나는 것이다. 지정 종목은 비교를 통해 우위 장점을 살려 지정관리, 민속예술 전승교육, 지역자원 활용으로 이행되어야 한다. 무형문화재 전승자는 타시도와 교류를 많이 하여 자신의 전승 기술을 알리기도 하고 또 문제점을 고쳐나가고, 시군을 포함한 강원도로 대표되는 지방 정부는 이를 적극 지원해야 할 것이다.
