Due to the Korean government's continual implementation for the easy returns of Overseas Korean, the returns of Overseas Koreans have increased rapidly. These returnees continued to settle, with high residential density, in specific local communities with low housing costs and convenient transportation. Local community of Daerim-dong, Yeongdeungpo-gu, located in southern area of Seoul, is the largest residential area of Korean returnees in Korean. Thus, the community is facing the task of social integration of Korean returnees, which is not easy for the municipal government to handle. Despite the urgent policy needs to respond appropriately to the several social integration problems such as uprising crimes, educational adaption of youngsters, neighbor hates, and so on, in the densely populated areas of returnees, the policy efforts of Korean central government, especially the Ministry of Justice's immigration policy and the Ministry of Gender Equality and Family's multicultural family policy, are not effectively linked to the local government's policy to solve the problems. Furthermore, the local policy is also not planned to cope with the social integration problems of returnees due to lack of policy responsiveness, proper policy linkage with the central government, etc. This article examines the major social integration tasks of Korean returnees living as “foreign residents” of the local community, and seeks measures for policy improvement at the local government level by analyzing the current policy implementation system between the central government and local municipal government.

정부의 지속적인 동포포용정책의 시행으로 중국동포 및 고려인동포를 포함한 재외동포의 모국 귀환이 급증하였다. 이들 동포들은 주거비용이 저렴하고 교통이 편리한 특정지역을 중 심으로 밀집거주하면서 한국의 지역사회에서 외국인 주민으로서의 생활을 이어가고 있다. 서울시 서남권 영등포구 대림동은 한국사회 최대 동포 밀집거주지역으로 해결이 쉽지 않은 외국인주민 사회통합의 과제를 노정하고 있다. 동포 밀집거주지역에 대한 적절한 정책대응 이 시급함에도 불구하고 중앙정부인 법무부의 외국인정책과 여성가족부의 다문화가족정책 은 지방자치단체의 외국인주민정책과 적절히 연계되지 못하면서 국내 체류 동포는 정부의 ‘외국인정책’, ‘다문화가족정책’, 그리고 ‘외국인주민정책’의 사각지대에 존재하고 있다. 본 글은 국내 체류 동포 밀집거주지역에서 지역사회의 ‘외국인주민’으로 거주하는 동포들의 주 요 사회통합 과제를 동포 체류현황을 중심으로 먼저 살펴보고, 이러한 문제를 해결하기 위 한 중앙의 외국인정책과 다문화가족정책이 지방자지단체의 외국인주민정책과 연계되지 못 하고 비효율적으로 집행되는 과정을 분석함으로써 지방자치단체 차원의 정책적 개선방안 을 모색한다.
