On February 26, 2021, the “Special Act for Construction of Gadeokdo New Airport” was passed by the National Assembly, and it will take effect on September 17, 2021. While a previous study on the economic impact of Gadeokdo New Airport dealt with only its effects on the Korean economy as a whole, this paper aims to quantify its economic effects on Korea’s regional economy, in other words, Korea’s 17 metropolitan cities and provinces, in order to understand whether the construction of Gadeokdo New Airport will contribute to the regional economic development of Korea, and if so, to what extent. The regional economic effects are measured in tems of the induced production, valued-added and employment of 17 metropolitan cities and provinces using the inter-regional input-output model based on the 2015 regional input-output table released by the Bank of Korea in July 2020. The ripple effects of the construction of Gadeokdo New Airport were analyzed by assuming two scenarios for the construction cost of Gadeokdo New Airport, a case of 7.54 trillion won estimated by Busan city government (scenario 1) and another case of 28.6 trillion won estimated by the Ministry of Land, Infrastructure and Transport of the Korean government (scenario 2). The empirical results show that 63.3% of the total induced production occurs in Busan, while the remaining 36.7% happens in the economies of 16 other metropolitan cities and provinces, and that 66.5% of the total induced value-added takes place in Busan, whereas the remainder of 33.5% accrues to 16 other metropolitan cities and provinces. In addition, 73.3% of the total induced employment is expected to occur in Busan, and the remaining 26.7% in the regional economies of the 16 local governments. The construction of a new port on Gadeok-do is expected to be of great help in revitalizing the regional economy of Busan as well as those of 16 metropolitan cities and provinces.

2021년 2월 26일 국회에서 “가덕도신공항 건설을 위한 특별법”이 통과되었고 2021년 9월 17일부터 시행된다. 가덕도신공항 건설의 파급효과에 관한 기존 연구에서는 가덕도 신공항 건설이 우리나라 경제 전반에 미치는 영향만을 다루고 있는데 반해, 본 논문에서 는 가덕도신공항 건설이 우리나라 지역경제에 어떠한 영향을 미치게 될 것인가를 분석하 였다. 이를 위해 한국은행이 2020년 7월 발표한 2015년 지역산업연관표를 기반으로 지역 간 산업연관모형을 구축하여 우리나라 17개 광역시·도의 생산유발효과, 부가가치유발효 과 및 취업유발효과를 분석하였다. 가덕도신공항 건설비용을 부산시가 추계한 7조 5,400 억 원의 경우(시나리오1)와 국토교통부가 추계한 28조 6,000억 원의 경우(시나리오2) 2가 지 시나리오를 상정하여 그 파급효과를 분석하였다. 그 결과를 보면 전국 생산유발효과 의 63.3%가 부산 지역경제에 발생하며 나머지 36.7%는 다른 16개 광역지자체 지역경제 에 발생하고, 전국 부가가치유발효과의 66.5%가 부산 지역경제에 발생하고 나머지 33.5%는 다른 16개 광역지자체 지역경제에 발생하며, 전국 취업유발효과의 73.3%가 부 산 지역경제에 발생하고, 나머지 26.7%는 다른 16개 광역지자체 지역경제에 발생하는 것 으로 분석되었다. 따라서 가덕도신항만 건설은 부산 지역경제는 물론 다른 16개 광역지 자체 지역경제 활성화에도 많은 도움이 될 것으로 판단된다.
