This study aims to present a solution for the employment and working environment of people with disabilities through Universal Design. According to the World Disability Report published by the World Health Organization (WHO), there are more than 1 billion disabled people worldwide, and various types of disabilities are increasing as the risk of disability increases among the elderly. In addition, disabled people have a significantly lower employment rate in comparison to their non-disabled counterparts, and statistics go as far to show that the economic activity rate of disabled workers in Korea is more than 50% lower than that of non-disabled workers. This study, based on the policy and status reports on the disabled and universal design, is carried out reflecting the reality that most working environments, except for simple labor jobs, are ill-equipped for the disabled. The scope of the working environment for the disabled is simply the physical and social environment, and the study mainly focused on how to apply universal design to the working environment to make it better for the disabled from a practical point of view. Through this, comparative analysis of overseas and domestic cases was done and a checklist of necessary things for the working environment for the disabled was made. In conclusion, through this study, by proposing a universal design checklist for the working environment for the disabled from an integrated physical and social environment perspective, we hope for disabled workers to overcome their fear of economic and social and work not only independently, but in private sectors that will hopefully use the checklist to make a all-inclusive work environment.

본 연구는 장애인 근무환경을 대상으로 ‘유니버설디자인(Universal Design)’의 관점에서 국내 장애인 고용과 근무환경의 문제 해결을 위한 솔루션을 제시하고자 한다. 세계보건기구(WHO)에서 발표한 세계장애보고서에 따르면 전 세계 장애인인구는 10억 명 이상으로 인구의 고령화와 노년층의 장애 발생 위험이 증가하면서 다양한 유형의 장애인구가 발생하고 있다. 또한, 장애인들 은 비장애인과 비교했을 때 심각하게 낮은 고용율과 높은 실업률을 기록하고 있으며 우리나라 장애인 근로자의 경제활동 비율 도 비장애인 근로자와 비교하면 50%이상 낮음을 통계자료를 통해 알 수 있다. 본 연구는 국내 장애인 및 유니버설디자인 관 련 정책 및 현황 보고서를 바탕으로 일반적으로 장애인들의 근무환경이 단순노동 외에는 질 좋은 일자리를 위한 환경이 잘 갖추어지지 못하고 있다는 현실을 반영하여 진행하였다. 장애인 근무환경에 대한 범위는 물리적 환경과 사회적 환경에 초점을 두고 현실적 측면에서 장애인의 근무환경이 어떠한 요소에 의해 유니버설디자인으로 양질의 환경이 조성될 수 있을지에 대한 적용 방향성을 중심으로 한 고찰을 통해 해외사례와 국내 사례를 비교분석하여 장애인 근무환경에 필요한 체크리스트를 제언하였다. 최종적으로는 본 연구를 통해 물리적·사회적 환경의 통합적 관점으로 장애인 근무환경의 유니버설디자인 체크리스트를 제언 함으로써 장애인 근로자가 경제적, 사회적 참여에 대한 두려움을 극복하고 자립적으로 근무할 뿐만 아니라 민간영역에서도 체 크리스트를 활용하여 모든 구성원이 포용적인 근무환경에서 일할 수 있기를 기대한다.
