The Process of promote beatification of the Venerable Father Choi Yangeop Thomas has been carried out in approximately three stages so far. The first stage began in the spring of 1995 when the materials related to Father Choi Yang-eop were organized at the Baeti Shrine of the Cheongju Diocese. At this time, the Baeti Shrine published 4 volumes of Father Choi Yang-eop's biography collection and Cheongju Diocesan Bishop approved Father Choi Yang-eop's biographical outline & the petition for beatification. In the meantime, Catholic Bishops’ Conference of Korea decided to integrate the beatification in October 1997 and next the Joint Committee to Promote Beatification of Korean martyrs & witnesses of Faith was composed on October 12, 1998. As a result, this Committee was also in charge of promoting the beatification of Father Choi Yang-eop and the beatification of Father Choi Yang-eop, witness of Faith, was confirmed as a single case in July 2001. The second is the preliminary examination stage of the Jurisdiction Diocese. At this time, the Special Episcopal Commission to Promote Beatification(short SEC) became the Jurisdiction Diocese of the preliminary examination of Father Choi Yang-eop and the first meeting of the committee was held on October 18, 2001. Afterwards, the Congregation for the Causes of Saints approved the decree on the court constitution and the ‘nihil obstat’ for the beatification of Father Choi Yang-eop on January 10 and 31, 2004, respectively. As a result, the Preliminary Examination on the Heroic Virtue of Father Choi Yang-eop was held on December 3, 2005, and continued until the 13th session on May 20, 2009. Subsequently, the court on the Miracle Trial for the beatification of Father Choi Yang-eop was held from September 8, 2015 to June 15, 2016. The third is the examination stage of the Congregation for the Causes of Saints. This examination began on May 28 and June 3, 2009, respectively, when the petition for beatification & the Preliminary Examination documents were submitted to the Congregation for the Causes of Saints. After that, the Positio on the Heroic Virtue of Father Choi Yang-eop was written and the Positio was passed one after another by the Council of Cardinals and Bishops after the Historical and Theological Committee. As a result, Father Choi Yang-eop Thomas was proclaimed Venerable by Pope Francis on April 26, 2016. Subsequently, the SEC of Korea submitted the court on the Miracle Trial documents to the Congregation for the Causes of Saints on June 17, 2016 and the same Congregation is currently examining the Positio on the Miracle Trial.

가경자 최양업 토마스 신부의 시복 추진은 지금까지 대략 세 단계에 걸 쳐 진행되어 왔다. 첫 번째 단계는, 1995년 봄 청주교구 배티성지에서 최양업 신부와 관 련된 자료들을 정리하면서 시작되었다. 이때 배티성지에서는 최양업 신부 의 전기 자료집 전4권을 완간하였고, 최양업 신부 약전과 시복 청원서를 준비하여 9월 20일 교구장의 승인을 받았다. 그러던 중 1997년 10월 한국 천주교주교회의에서 한국 순교자와 증거자들의 시복 작업을 통합 추진하 기로 결정하였고, 1998년 10월 12일에는 시복시성통합추진위원회가 구성되었다. 그 결과 최양업 신부의 시복 추진 작업도 이 위원회에서 담당하 게 되었으며, 2001년 7월에는 증거자 최양업 신부의 시복 안건이 단일 안 건으로 확정되었다. 두 번째는 관할 교구의 예비 심사 단계이다. 이때 최양업 신부에 대한 예비 심사는 주교회의 시복시성주교특별위원회가 관할 교구가 되었으며, 2001년 10월 18일에는 시복시성주교특별위원회 제1차 회의가 개최되었 다. 이후 시성성에서는 2004년 1월 10일과 31일에 각각 최양업 신부의 시 복 추진을 위한 ‘교회 법정 권한에 관한 교령’과 ‘장애 없음’을 승인하였다. 그 결과 2005년 12월 3일 최양업 신부의 영웅적 성덕에 관한 예비 심사가 개정되어 2009년 5월 20일 제13회기까지 계속되었다. 이어 최양업 신부 의 시복을 위한 기적 심사 법정이 2015년 9월 8일부터 2016년 6월 15일 까지 계속되었다. 세 번째는 교황청 시성성의 심사 단계이다. 교황청 심사는 2009년 5 월 28일과 6월 3일에 시복 청원서와 예비 심사 문서가 각각 시성성에 제 출되면서 시작되었다. 이후 최양업 신부의 영웅적 성덕에 대한 포지시오 (Positio, 심문 요항)가 작성되었고, 역사·신학위원회에 이어 추기경·주교 회의에서 이 포지시오가 차례로 통과되었다. 그 결과 2016년 4월 26일 교 황 프란치스코 성하에 의해 최양업 토마스 신부는 가경자로 선포되었다. 이어 2016년 6월 17일에는 한국 천주교 시복시성주교특별위원회에서 기 적 심사 문서를 시성성에 제출하였고, 현재 시성성에서 이 기적 심사에 대한 포지시오가 심의 중에 있다.
