The government's atmosphere of deregulation of the drone industry is continuing to promote commercialization of drones in South Korea. China is a drone powerhouse, accounting for 90% of the world's drone market, and has quickly reached the development and commercialization of the drone industry, but concerns about drone flight safety are rising as the drone crash has caused casualties. As drone use becomes more common in the future, concerns about drone accidents will increase. Nevertheless, it is difficult to accurately measure a pilot's ability to operate a drone compared to China's general drone evaluation level. In this study, we would like to propose an improvement plan for drone practical test by comparing and analyzing the domestic drone practical evaluation method revised in 2021 and China's drone practical evaluation method. Through this, we discussed ways to minimize the risk of drone accidents and increase the feasibility of drone testing. This study is bound to have the limitations of literature research as a comparative study, not through a laboratory system. It will be necessary to explore the extent to which improvement measures can actually prevent accidents through experimental design.

국내 드론 상용화를 촉진하기 위한 정부의 드론산업 규제완화 분위기가 지속되고 있다. 중국의 경우 드론강국으로 세계 드론시장의 90%정도를 차지하며 드론산업의 발전과 상용 화에는 빠르게 도달하였으나, 최근 드론추락으로 인한 인명 피해사고가 발생하면서, 드론 비행 안전성에 대한 우려가 높아지고 있다. 앞으로 드론활용이 보편화 될수록 드론 사고에 대한 우려도 커지게 되므로, 실제 드론 운영 능력을 확인할 수 있는 초경량비행장치 무인 멀티콥터(드론) 조종자 증명 취득 시험의 중요성은 더욱 높아질 것으로 보인다. 그럼에도 불구하고 국내 초경량비행장치 무인멀티콥터 1종 자격취득(이하에서는 편의상 드론 자격 증이라 한다.)을 보면 중국의 일반적인 드론실기 평가 수준과 비교할 때 조종자의 운행 능력을 정확하게 측정하기는 어려운 것으로 판단된다. 본 연구에서는 2021년 개정된 국내 드론실기 평가방안과 중국의 드론실기평가 방안을 비교분석하여 드론실기 시험의 개선방 안을 제안하고자 한다. 이를 통해 드론 사고의 위험성을 최소화하고 드론 시험의 타당성을 높일 수 있는 방안에 대해 논의를 하였다. 본 연구는 실험실계를 통한 연구가 아니라 비교 연구로서 문헌연구가 지니는 한계를 지닐 수밖에 없다. 개선 방안에 대해 실험 설계를 통해 개선 방안이 실제 어느 정도의 사고 를 예방 할 수 있는지에 대한 탐구가 필요할 것이다.
