This study conducted a qualitative study centered on literature research to analyze the transition process of the Presidential Security Service, targeting security-related laws and regulations and publications of government agencies. Specific research results are as follows. First, there was a transition process of the Presidential Security Service, from December 1963 to February 2008, from February 2008 to March 2013, from March 2013 to July 2017, and July 2017 From January to July 2021. Second, it is necessary to clearly establish the legal basis for the Presidential Security Service by enacting and amending laws related to the Presidential Security Service. Third, it is necessary to ensure a independent and stable organizational system for the continued professionalism of the Presidential Security Service. It is also possible to consider ways to ensure professionalism as much as possible by placing it as the Presidential Security Service under the Presidential Office. Fourth, the government should actively promote measures to expand the professional capabilities of the Presidential Security Service, such as security functions and duties, to the fields of national safety and event management.

본 연구는 대통령 경호기관의 변천과정에 대한 분석을 위하여 정부조직법, 대통령경호 처와 그 소속기관 직제, 대통령 등의 경호에 관한 법률, 대통령 등의 경호에 관한 법률 시행령, 대통령경호안전대책위원회규정 등 주요법령, 정부기관이 공식적으로 발간한 연구 자료를 대상으로 문헌연구 중심의 질적연구(qualitative study)를 실시하였다. 구체적인 연구 결과는 다음과 같다. 첫째, 대통령 경호기관은 1963년 12월부터 2008년 2월까지 대통령경호실, 2008년 2월부 터 2013년 3월까지 대통령실 경호처, 2013년 3월부터 2017년 7월까지 대통령경호실, 2017 년 7월부터 2021년 7월 현재까지 대통령경호처 등의 변천과정이 있었다. 둘째, 경호관련법령을 대통령경호처법, 대통령경호처법 시행령, 대통령경호처직원법, 대 통령경호처직원법 시행령 등으로 제⋅개정하여 대통령 경호기관에 대한 법적 근거를 명확 히 구비할 필요가 있다. 셋째, 대통령 경호기관의 전문성 지속을 위한 독립적이고 안정적인 조직체계 보장이 필 요하다. 이것이 어렵다면, 대통령실 산하에 대통령경호처로 두고 전문성을 최대한 보장하 는 방안도 검토할 수 있을 것이다. 넷째, 대통령 경호기관의 경호안전업무와 관련한 기능, 임무 등 전문역량을 국가 안전 및 행사 총괄 분야로 확대하는 방안을 적극 추진하여야 한다.
