The domestic job market, which has been shrinking since the outbreak of COVID-19 infection, is in a difficult situation to recover for a long time. Due to the economic crisis caused by the COVID-19 health crisis, the number of employed people and employment rates have fallen sharply. Furthermore, due to COVID-19, most educational institutions have completely converted regular classes into non-face-to-face remote classes, and tests and evaluations are also conducted online, continuing controversy over learning deficits, quality issues, and discrimination in evaluation. In this situation, the need to obtain a certificate is becoming more important as a device that can objectively verify individual capabilities. Those preparing for employment and turnover are increasingly seeking to use certificates as a means of proving their capabilities, and for companies and institutions seeking employment, as a means of differentiating the specifications of job seekers. Although demand is gradually increasing, it is necessary to verify that the personal information provided by the examinee through a series of processes to apply for the examination and settle the application fee is safely managed. Therefore, the purpose of this study is to identify the status of personal information retention of qualification test operating institutions, analyze the appropriateness of held information objects, separate and manage the retention period according to the purpose of information collection, and propose appropriate guidelines.

코로나바이러스 감염증-19(이후 코로나19) 사태의 발현 이후 위축된 국내 채용 시장이 장기간 회복되기 어려운 상황이다. 코로나19 보건 위기에 기인한 경제의 위기로 취업자 수 및 고용률이 급격히 하락하였다. 더욱이 코로나19로 대부분의 교육기관에서 정규수업을 전면적으로 비대면 원격수업으 로 전향하였으며, 시험 및 평가 또한 온라인으로 시행되고 있어 학습 결손, 교육의 질 문제, 평가의 변별력에 대한 논란이 지속되고 있다. 이러한 상황 속에서 개인별 능력을 객관적으로 검증할 수 있는 장치로서 자격증 취득의 필요성이 더욱 대두되고 있다. 취업 및 이직을 준비하는 사람들에게는 본인의 역량을 증명 하기 위한 수단으로, 구인하는 기업과 기관의 경우 구직자의 스펙을 변별력 있게 검증하는 수단으로서 자격증을 활용하고자 하는 경우가 늘고 있다. 수요가 점차 증가하지만, 자격증 취득을 위해 시험을 접수하고 응시료를 결제하는 일련 의 과정들을 통해 제공한 수험자 본인의 개인정보는 안전하게 최소한의 정보만이 관리되 고 있는지에 대해 확인이 필요하다. 이에 본 연구에서는 자격시험 운영기관의 개인정보 보유현황을 파악하고, 보유정보 개 체의 적정성을 분석하여 정보수집 목적에 따른 정보보유 기간을 분리하여 관리하고, 적정 수준의 가이드라인을 제안하는 것을 목적으로 한다.
