This study aims to establish a plan to spread the course evaluation-type qualification system in the formal school curriculum. Analysis of preceding studies, surveys of teachers and students for participating institutions and non-participating institutions of the course evaluation-type qualification system, in-depth surveys of related experts were derived through such as. Analyzing previous studies to identify obstacles to operation, process designation, application procedures and standards, education and training course organization, education and training course operation, monitoring, internal evaluation, external evaluation, facilities/equipment and teaching and learning materials, teachers, nine areas of administrative finance definition And 14 items, and based on this, a survey was conducted on 130 teachers and 100 students. In addition, an in-depth survey was conducted on three vocational high school teachers, two college professors, and two four-year university professors to identify factors that hinder participation and ways to spread them. By combining the contents of the survey and in-depth survey, the researchers established a plan to spread the course evaluation type qualification system, and provided expert advice to three professors majoring in education and training and vocational education, and a vision for spreading the course evaluation-type qualification in the formal school curriculum. The vision was to establish a competency-based society through education and training-qualification linkage, establishing three strategies and nine strategic tasks. The three strategies are to increase the flexibility of the course operation, increase participation and strengthen expertise, and strengthen the utilization of the labor market. The nine strategic tasks are the flexibility of the process and standards for application for designation, alleviating the burden of internal and external evaluation, simplifying and integrated operation of the computer system, and manpower in charge. It was set to strengthen expertise, prepare a non-face-to-face operation system, strengthen incentives for personnel in charge, raise awareness of industrial sites, establish a continuous performance management system, and strengthen promotion of process evaluation-type qualifications.

이 연구는 정규교육과정 내 과정평가형 자격제도를 확산시키기 위한 방안을 수립하기 위한 목적으로 선행연구 분석, 과정평가형 자격제도 참여기관 및 미참여기관 대상 교강사와 학생 설문조사, 관계자 심층 조사, 전문가 협의회 등을 통해 확산방안을 도출하였다. 선행연구를 분석하여 운영 저해요인을 과정지정 신청 절차 및 기준, 교육훈련과정 편성, 교육훈련과정 운영, 모니터링, 내부평가, 외부평가, 시설․기자재 및 교수학습자료, 교원, 행재정의 9개 영역과 14개의 항목으로 구성하였다. 이를 토대로 교강사 130명, 학생 100명 대상 설문조사를 실시하였다. 또한 참여 저해요인 및 확산방안을 확인하기 위해 직업계고 교 사 3명, 전문대학 교수 2명, 4년제 대학 교수 2명을 대상으로 심층조사를 실시하였다. 설문조사, 심층조 사 내용을 종합하여 연구진이 과정평가형 자격제도 확산방안을 수립하였고 교육훈련 및 직업교육 전공 교수 3명을 대상으로 전문가 자문을 실시하여 정규교육과정 내 과정평가형 자격 확산을 위한 비전체계를 수립하였다. 비전은 교육훈련-자격 연계를 통한 능력중심사회 구현으로 3대 전략과 9대 전략과제를 수 립하였다. 3대 전략은 과정 운영 유연성 제고, 참여 제고 및 전문성 강화, 노동시장의 활용성 강화이며, 9대 전략과제는 과정지정 신청 절차 및 기준 유연화, 내외부평가 부담 경감, 전산시스템 간소화 및 통합 운영, 담당인력 전문성 강화, 비대면 운영 시스템 마련, 담당인력 인센티브 강화, 산업현장 인지도 제고, 지속적 성과관리체계 구축, 과정평가형 자격 홍보 강화로 설정하였다.
