This study intended to examine the publicizing the child protection system which was based upon the revised Act on Child Welfare and the revised Special Act on Punishment of Child Abuse Crime(implemented since 2020 October). Prevalence of and intervention on child abuse in 2019 were analyzed. Major findings of prevalence included an increase of child abuse cases(30,045 cases, finding rate 3.81%), relapse increase(11.4%), parents as majority abusers(total 75.6%, relapse 94.5%). Major findings of intervention included separation rate of relapse(23.2%) being twice of that of total(12.2%), 62.6% being discharged after shelter stay, rate of returning home(45.9%) was similar to the rate of transfer to other facilities(45.9%). Problems identified from the process of publicizing of child protective system included difficulty in assigning and educating Public Social Work Officer for Child Abuse(PSWOCA), lack of shelters and programs for child separation, challenge in case management by Child Protective Service Agency(CPSA), and lack of middle support system. Following suggestions were made to solve these problems and to facilitate publicizing the child protective system. First, in the area of publicizing the child protection system, suggestions for assigning and educating PSWOCA (finding success cases, development of education feedback system, regularly revising of education manual, including supervisor when educating one PSWOCA), and suggestions for enhancing the professionalism of PSWOCA(long-term assignment, pair PSWOCA system, proper benefits, development of training and supervision system) were made. Second, suggestions for separation care included increase of shelters, provision of tailored services, and development of various alternative child care programs. Third, suggestions for advancing case management approach included increase of CPSA and development of Strengths-Based Solution-Focused Case Management Manual. Fourth, development of province-level middle support system was suggested.

본 연구는 2020년 10월 이후 시행된 개정 아동복지법과 특별법에 근거하여 진 행되고 있는 아동보호체계 공공화에 대해서 살펴보고, 문제점에 대한 개선방안을 제시하고자 한다. 이를 위해 우선 2019년 아동학대실태와 대응현황을 살펴보았 다. 아동학대실태의 특징은 아동학대사례의 증가(사례 수 30,045, 발견율 3.81%), 재학대 증가(11.4%), 가해자는 부모가 가장 많음(학대전체 75.6%; 재학대 94.5%)이었다. 대응현황은 재학대 분리조치(23.2%)가 전체 분리조치(12.2%)의 2 배, 쉼터거주아동 중 62.6% 퇴소, 퇴소아동 중 원가정 복귀 (45.9%)와 시설입소 (41.6%)가 비슷하였다. 10개월간 진행된 공공화 내용을 살펴본 결과 아동학대전 담공무원의 배치 및 역량제고의 어려움, 분리보호를 위한 쉼터와 적절한 프로그램의 부족, 아동보호전문기관의 심층사례관리의 어려움, 중간 지원시스템의 결여 가 발견되었다. 이러한 문제들을 해결하고 아동보호체계 공공화를 달성하기 위해 다음과 같은 개선방안을 제시하였다. 첫째, 조사 공공화 영역에서는 전담공무원 의 배치와 교육전략(성공사례 발굴, 교육환류시스템 개발, 교육매뉴얼의 주기적 개정, 공무원 1인 배치 시 슈퍼바이저 참여), 전담공무원 전문성함양을 위한 방안 (장기적 배치, 2인 1팀 구성, 적절한 대우, 교육과 슈퍼비전 시스템 구축)을 제시 하였다. 둘째, 분리보호체계의 안정화를 위해 쉼터의 확충, 맞춤형 서비스 제공, 다양한 대안 보호프로그램 개발을 제안하였다. 셋째, 사례관리의 전문화를 위해 아동보호전문기관의 확충, 강점관점 해결중심 프로그램 개발을 제안하였다. 넷째, 광역단위 지원체계 구축을 제안하였다.
