The main way to realize the purpose of the enactment of the Literature Promotion Act is to train and support literature promotion experts. Even in the Enforcement Decree of the Literature Promotion Act or the 1st Basic Plan for the Promotion of Literature, I would like to propose an institutionalization of experts in the promotion of literature. To this end, we would like to propose improvements to the concept of professionals presented in the Literature Promotion Act, and examine various roles that can be played by establishing a priority place for institutionalized literature promotion experts as a local literature museum. Furthermore, the capacity of literature promotion professionals should be expanded to the development and operation of cultural contents. Resetting and rationalizing the concept of literature promotion professionals certifies expertise in literature-related professionals, expands publicity, and expands convergence education in literaturerelated subjects in universities. It also revitalizes local literature museums across the country. In order to institutionalize the literature promotion professionals, the qualifications of the literature promotion experts shall be divided into semi-literature promotion experts, seconddegree literature promotion experts, and first-degree literature promotion experts. In addition, the Culture Promotion Policy Committee or the National Center for Korean Literature conducts regular education programs for those who are qualified for literature promotion.

본 연구는 문학진흥법의 제정 취지를 현실화할 수 있는 주요한 방법이 문 학진흥 전문인력의 양성 및 지원 등에 있음을 확인하는 동시에, 문학진흥법 시행령이나 제1차 문학진흥기본계획에서조차 누락되어 있는 문학진흥 전 문인력의 제도화 방안을 제안하고자 한다. 이를 위해 문학진흥법에 제시된 전문인력의 개념에 대한 개선점을 제안하고, 제도화된 문학진흥 전문인력 의 우선적인 활동 장소를 지역문학관으로 설정하여 발휘될 수 있는 다양한 역할을 검토해보고자 한다. 나아가 문학진흥 전문인력의 역량이 문화콘텐 츠의 개발 및 운영으로 확대되어야 함을 말하고자 한다. 문학진흥 전문인력 개념의 재설정과 합리적 제도화는 문학 관련 전문인 력에 대한 전문성을 인증하고 공공성을 확장하며 대학 내 문학 관련 학과목 에서의 융복합 교육을 확대한다. 또한 전국의 지역문학관을 활성화한다. 문 학진흥 전문인력의 제도화를 위해 우선 문학진흥법 시행령에 제시된 전문 인력의 비현실성을 바로잡은 뒤에, 문학진흥 전문인력의 자격을 준문학진 흥 전문인력, 3급 문학진흥 전문인력, 2급 문학진흥 전문인, 1급 문학진흥 전문인력 등으로 세분화한다. 그리고 문화진흥정책위원회나 국립한국문학 관에서 문학진흥 전문인력 자격 취득자를 대상으로 주기적인 교육 프로그 램을 실시한다. 제1차문학진흥기본계획에 제시된 여러 사업 중에서 문학진흥 전문인력이 참여할 수 있는 사업이 적지 않은 것으로 판단된다. 문학진흥정책위원회나 국립한국문학관 등과 같은 유관기관의 협조가 요청된다. 김제벽골제아리랑 사업소는 다양한 장르가 혼합된 문화콘텐츠가 문화단지 안에서 기획되고 운영될 수 있는 사례이다.

    한국문예창작학회(The Society of Korean Literary Creative Writing)는 한국 문학의 새 지평을 열기 위해 문예창작 이론과 문예교육 이론을 연구 계발하여 문 예창작의 새로운 방향을 제시하고자 조직한 학술단체입니다. 전국 대학과 대학원 문예창작 관련학과의 전·현직 전임교수·겸임(초빙)교수· 강 사·대학원 재학 이상자 및 문예창작인들이 회원으로 활동하고 있습니다. 학회의 목적에 적극적으로 동의하는 문학 관련 단체나 문학창작 동호인도 준회원으로 참 여하고 있습니다. 연 2회 학회지를 발간해 학문적 기반을 닦고 있으며, 정기적으로 학술 세미나 와 해외 문학 심포지엄 등 학술 발표회를 개최하여 학문적 교류와 토론의 장을 넓히고 있습니다. 한편으로, 문예창작 캠프·문학기행 등의 창작교육 활동과 창작 학습 행사를 수 시로 진행하면서, 창작·창작이론·창작교육에 관한 활동의 범위를 넓히고 있습니다. 별도로, 문예창작 교육을 받은 문예창작학도들의 진로 개발을 위해 '문예교육지도 교사 자격 시험'도 운영하고 있습니다. The Society of Korean Literary Creative Writing is a pure academic association for the literary cretive writing, and was organized on November 11, 2001 for the purpose of presenting the new direction of literary creative writing by studying all the methods to activate and develop the theories of literary creative writing and its education. Our society is composed of professors or ex-professors, some invited professor, lecturers, graduate students of the dept. of literary creative writing as regular members, and the persons interested in our program as associative members. Our society holds an annual academic meeting-- literary symposium, literary creative writing seminar-- and publishes the journal of our society and our members' anthology of literary works. Added to these, our society has already started a new project to open the way for our literary juniors by providing them with a certificate as a leader and holding a forum for literary creative writing.
