Recently regarding environmental education, there is a different sense of activity at the national and regional levels. Unlike before, environmental education is being discussed from a life-cycle perspective and in all areas of the city. The study aims to reveal that local activists have different points of understanding and perspective in the flow and direction of environmental education at the local level in this social and policy background. To this end, an expert narrative interview was conducted to environmental experts working for local environmental education institutions and organizations to collect data and classify the contents into qualitative content analysis. As a result of this study, the activities of environmental education in A metropolitan city are basically presenting plans in a direction that satisfies the interests of institutions and organizations as much as possible, rather than the vision and strategy of the city as a whole, and interest in coexistence and symbiosis. And they found that they were proposing projects centered on projects they could pursue. This tendency is that many of the research participants emphasize collaboration and express their thoughts on collaboration, but individually, they say that it is quite lacking. Regarding networking, it is found that administrative-private networks as well as public-private networks are not working well. In the operation of private networks involving civic groups, cases of arbitrary operation were also found depending on individuals. Such co-prosperity, coexistence, cooperation and networking require a considerable budget, but the overall market for environmental education and environmental learning is so small that private organizations are busy maintaining groups. Therefore, in implementing the vision and strategy of the entire metropolitan city, it is revealed that there is a need for a system and culture of coordination and management that achieves the cause by appropriately merging the interests of institutions and organizations.

최근 환경교육과 관련하여 국가적, 지역적 차원에서 이전과는 다른 활성감이 느껴진다. 이전과는 달리 환경교육은 전 생애주기적 관점에서 그리고 도시 전 영역에서의 활성화 논의가 확산되고 있다. 본 연구는 이러한 사회적, 정책적 배경 속에서 지역차원의 환경교육의 흐름과 방향에 있어서 지역의 활동주체들이 서로 다른 이해와 관점의 지점을 가지고 있음을 밝히고자 한다. 이를 위해 지역 환경교육 기관 및 단체에서 활동하는 환경전문가를 대상으로 전문가의 내러티브 인터뷰를 진행하여 자료수집을 하였고 질적내용분석으로 내용들을 분류하였다. 본 연구결과 A광역시의 환경교육의 활동주체들은 기본적으로 도시 전체의 비전과 전략, 공존과 공생에 대한 관심보다는 기관과 단체의 이해관계를 최대한 충족시키는 방향으로 계획안을 제시하고 있고 자신들이 추진할 수 있는 사업들을 중심으로 프로젝트를 제안하고 있음을 발견하였다. 이러한 경향성은 연구참여자 다수가 협업을 강조하고 협업에 대한 생각을 내비치고 있으나 개별적으로는 그 부분이 상당히 부족함을 토로하고 있다. 네트워킹에 관해서도 행정-민간의 네트워크는 물론, 공공과 민간영역간의 네트워크는 잘 작동되지 않고 있음이 발견되고 있다. 시민단체가 참여하는 민간네트워크의 운영에 있어서도 개인에 따라서는 독단적으로 운영되는 사례도 발견되었다. 이러한 상생과 공존, 협력과 네트워킹을 위해서는 상당한 예산이 필요하기도 하거니와 전체적인 환경교육․환경학습의 시장이 너무 협소하여 민간단체들의 경우 단체유지에 급급하고 있는 상황이다. 이에 광역시 전체의 비전과 전략을 이행함에 있어 기관과 단체의 이해관계를 적절히 융합시켜 대의를 달성하는 조정 총괄의 시스템과 문화가 필요함을 밝히고 있다.
