This paper examines the background and status of African countries’ underdevelopment, along with key features or characteristics of Korea’s experience in development, to establish a new initiative for Africa by applying the lessons of the ‘Korean development model’. Although more than 50 years have passed since most of the sub-Saharan African countries became independent, and they have continuously received substantial amount of assistance from the international community over many decades, they still struggle in realizing development. Hence, what is required are fundamentally different thinking and endeavors for Africa’s development instead of doing the same things that yield only the same results. In this regard, Korea’s development experience or ‘model’ is of great significance as it offers crucial policy implications for African countries. The nature of Africa’s underdevelopment is not about resources or means, or methods, but rather, it pertains to the ‘management’ problem; in other words, people’s mindset is at the heart of the problem. In light of this, it is most necessary to introduce the principle of “economic discrimination”(ED) in the economic policy domain, and to actively promote “development-mindedness” in the socio-cultural field.The ‘Korean development model’ shows how poorest nations can achieve both a comprehensive and rapid development in all sectors; It is based on ‘sheer practicalism’ and is thoroughly action-oriented, making it valuable and highly useful for African countries to emulate or apply.

본 논문의 목적은 아프리카 국가들의 ‘저개발 문제’의 배경과 경과 및 근원에 대한 분석을 바탕으로 ‘한국 개발모델’을 적용하여 아프리카 국가들의 개발을 위한 새로운 구상을 수립하는데 있다. 대다수의 사하라이남 아프리카 국가들이 독립한 지 50여년이 지났으며 그간 국제사회로부터 많은 지원을 지속적으로 받아왔다. 특히 이 과정에서 국제기구 중심으로 다양한 지원방안이 시행되어 왔으나, 아프리카 국가들의 저개발 상태는 지속되고 있다. 아프리카의 개발을 위해서는 기존의 국제개발체제의 방식이 아닌 ‘새로운 접근’이 필요하다. 무엇보다도 한국의 개발경험 및 모델은 아프리카와 같은 개도국들이 처한 상황에서 이들이 필요로 하는 중요한 교훈과 시사점을 준다는데 큰 의의가 있다. 아프리카 저개발 문제의 기본 성격은 개발수단이나 방법에 관한 문제가 아니라 ‘관리 문제’로서 사람들의 마음가짐(mindset)이 그 문제의 근원이다. 이를 고려하여 경제정책적 영역에서는 “경제적 차별화”(ED) 원리를 도입하고, 이와 함께 사회문화적으로는 “개발의식”을 적극 적으로 도모하는 것이 무엇보다 필요하다. ‘한국 개발모델’은 한국이 최빈국의 상태에서 전 영역에 걸쳐 포괄적이고 압축적인 발전을 달성한 것이며, 이는 ‘철저한 실천주의’와 ‘실용주의적 접근’에 바탕을 두고 있으므로 아프리카 국가들에 대해 커다란 적용 가능성과 유용성을 지니고 있다.
