This study emphasizes the necessity of learning social participatory practice as a part of democratic civic education, and suggests a method to apply social participatory practice class in school based on curriculum. As a way of doing this, an emphasis is put on the participation of students in decision making to solve their own problems through school and community connections. In order to realize democratic civic education, which is emphasized recently in the field of education, the actual change movement will result when not merely utilizing the school space, but a connection is made with the community. Therefore, as a citizen, students should be able to realize the social actions to exert an influence on the public policy that affects them and to pursue community development based on their community. To this end, the social studies education need to prepare a concrete plan to develop a form of practical learning that goes beyond the teaching methods mainly carried out through textbooks in class to the local community. This study presents a model of social participation learning through school and community connections for social studies education. In particular, a method is attempted to prepare so that students will be able to participate in the policy experiment process and influence the decision making by newly introducing the living-lab method. This method makes it possible to realize an integrated participatory class that can empathize at the level of functional and value, a step further from the existing social participatory class method that can be understood and sympathized at the cognitive level. This will allow students to acquire the political and social efficacy as well as a sense of belonging to and pride of the local community, and to build social capital by building a trust to society.

본 연구에서는 사회과에서 실천중심의 정치참여 교육을 실현하기 위해서 공공정책참여를 활용한 수 업의 필요성 및 방안을 제시하였다. 구체적으로 사례분석 방식을 적용하여 학교와 지역사회 연계를 통 해 학생들이 주도적으로 운영한 ESD 창의인재 프로그램을 살펴보았다. 이를 통해, 지역사회 기반의 리빙랩 방식을 활용하여 운영한 사례를 통해 지속가능한 학생 정치참 여 교육의 가능성을 발견하고, 사회과에서 실천 중심의 정치참여 교육의 하나의 방안으로 공공정책참 여를 제안하였다. 이를 토대로 학생들이 사회과 수업을 통해 지역사회 공공정책참여 과정에서 시민으 로서 자신의 의견을 제시하고 이를 구체적으로 실천할 수 있는 방안을 모색하고자 하였다. 이와 같은 노력은 기존 인지 중심의 정치교육에서 더 나아가 실천중심 정치참여 교육을 구현함으로써 능동적인 시민가치를 강조하고, 학생들이 좋은 시민으로 성장하는데 긍정적인 영향을 가져올 것이다.
