This study aims to present the goals and curriculum content structure of human rights education in schools. To this end, a literature study and three expert Delphi surveys were conducted. Based on the literature analysis and the results of the first Delphi survey, the goals and content structure of human rights education in school were constructed, and its validity was analyzed through the second and third Delphi surveys. The study results are as follows. First, in relation to the goals of school human rights education, the goals of the knowledge area, values/attitude area, and skill area were presented as goals for each area of school human rights education. The curriculum content structure for ‘Human Rights’ subject presented the items of major categories, middle areas, and detailed areas, and the major categories were ‘Ⅰ. The meaning and history of human rights, Ⅱ. Types and content of human rights, Ⅲ. Efforts to ensure human rights, Ⅳ. various human rights issues. By presenting values and attitudes, skill and behavior areas together in the curriculum content structure table, it is structured so that knowledge, values ⋅attitudes, skills⋅behaviors can be integrated when implementing human rights education in schools. Lastly, educational policy was proposed to reflect human rights subjects in future curriculum revisions and to promote human rights education in schools.

본 연구는 학교 인권교육의 목표와 내용체계를 제시하는 것을 목적으로 한다. 이를 위해 문헌 연구 와 세 차례에 걸친 전문가 델파이 조사를 진행하였다. 문헌 분석과 1차 델파이 조사 결과를 토대로 학 교 인권교육의 목표와 내용체계를 구성하였으며, 2, 3차 델파이 조사를 통해 그 타당성을 분석하였다. 연구 결과는 다음과 같다. 첫째, 학교 인권교육의 목표와 관련해서는, 지식 영역, 가치⋅태도 영역, 기능⋅행동 영역으로 나누어 목표를 제시하였다. 둘째, 인권 과목을 위한 인권교육 내용체계는 대범 주, 중영역, 세부 영역으로 제시하였으며, 대범주는 ‘Ⅰ. 인권의 의미와 역사, Ⅱ. 인권의 유형과 내용, Ⅲ. 인권 보장을 위한 노력, Ⅳ. 다양한 인권 문제’로 구성하였고, 내용체계표에 가치와 태도, 기능과 행동 항목을 함께 제시함으로써 실제 학교 인권교육 실행 시 지식, 가치⋅태도, 기능⋅행동이 통합된 융합형 수업이 될 수 있도록 구성하였다. 마지막으로 인권 과목이 향후 교육과정 개정에 반영되고 학 교 인권교육이 활성화되기 위한 정책 방안을 제언하였다.
