This study aims to analyze the sequence of governance structures education in elementary middel and high school in period of 2015 revised social studies Curriculum and suggest alternatives. Governance structure is part of constitutional education or political education. In previous studies, there were many criticisms that the elements of learning about governance structure were too difficult, and this study also sought to explore what elements of citizenship education should be learned. In addition, we wanted to propose a curriculum that conforms to the principle of sequence in Korean governance education. The main contents of the study are as follows. First of all, the reason for learning governance structure is to learn about politics as a member of the community, but ultimately to realize popular sovereignty. In terms of learning content, middle and high school learning should not be reversed. Above all, we stressed that the people should not remain in objects and should be recognized as subjects in learning the principles of popular sovereignty, representatives, and elections.

이 연구는 2015 개정 교육과정에 나타난 초⋅중⋅고등학교 통치구조 학습의 계열성을 분석하고 대 안을 제시하고자 한 것이다. 통치구조에 대한 학습은 헌법교육 또는 정치교육의 일부로 이루어지고 있 다. 기존의 연구에서 통치구조에 관한 학습요소들이 지나치게 어렵다는 비판이 많았는데, 이 연구에서 는 헌법학의 체계보다는 시민교육의 차원에서 학습해야 할 내용요소들이 무엇인지 탐색하고자 하였다. 아울러 우리나라 교육과정에서 통치구조를 교육할 때, 계열성 원칙에 부합하는 교육과정에 대해 제안 하고자 하였다. 연구 결과 주요한 내용은 다음과 같다. 우선 통치구조를 학습하는 이유는 공동체 구성 원으로서 정치에 대한 이해 차원에서 학습하는 것이기도 하지만 궁극적으로는 국민주권의 실현을 위 한 것이 되어야 한다. 그리고 학습 내용에 있어 중학교와 고등학교 학습 내용이 역전되지 않도록 해야 한다. 무엇보다 국민주권의 원리, 대의제, 선거 등의 학습에서 국민이 객체에 머물러서는 안 되고 주체 로 부각되어야 함을 강조하였다.
