With the spread of digital devices, the video content market is currently growing significantly as videos can be viewed anytime, anywhere. In particular, YouTube is the world's largest video platform where content is uploaded and shared. Among them, the Kids Content Channel for Children ranks high in the YouTube subscriber count. Kids content, which features kids creators themselves, has topped the YouTube list, making creators like YouTubers a trend in elementary school students' future hope ranking. YouTube has come up with measures to protect YouTube Kids content and kids YouTubers. This study aims to examine whether the protection of kids YouTubers is properly carried out, focusing on YouTube Kids content and the status of kids YouTubers. We would like to examine the current status of kids' content, focusing on kids YouTubers, and compare and analyze whether measures to strengthen child protection are appropriate with overseas cases. YouTube Kids content research is being conducted in various areas, but there are still challenges to address behind and protection measures for kids' YouTube channels starring children themselves. The need to establish the right policy to protect them is very important. This will help children grow up healthy. YouTube has brought about policy changes to protect kids YouTubers and video-starters. However, the guidelines for protecting children's YouTubers implemented not only in Korea but also abroad have limitations in that they are recommended measures without coercion.The kids market is growing, and guidelines for all kids' content beyond YouTube Kids content should be implemented properly. It is necessary to pay attention to whether there will be new changes in the future.

디지털 기기의 보급으로 언제 어디서나 동영상을 시청할 수 있게 되면서 현재 동영상 콘텐츠 시장은 큰 성장을 이루고 있다. 특히, 유튜브는 세계 최대 동영상 플랫폼으로 콘텐츠가 올라오고 공유된다. 그 중에서도 어린이를 대상으로 한 키즈 콘텐츠 채널이 유튜브 구독자 수 랭킹에서 상위를 차지하고 있다. 키즈 크리에이터가 직접 등장하는 키즈 콘텐츠가 유튜브 구독자 수 상위권을 차지하게 되면서 초등학생들의 장래 희망 순위에서 유튜버와 같은 크리에이터가 대세로 자리 잡게 되었다. 유튜브는 유튜브 키즈 콘텐츠와 키즈 유튜버 보호를 위한 방안을 마련하였다. 본 연구는 유튜브 키즈 콘텐츠와 키즈 유튜버 현황을 중심으로 키즈 유튜버 보호가 제대로 이뤄지고 있는지 살펴보고자 한다. 키즈 유튜버를 중심으로 키즈 콘텐츠 현황을 살펴보고, 아동 보호 강화를 위한 방안이 과연 적절한지에 대해 해외사례와 함께 비교·분석하고자 한다. 유튜브 키즈 콘텐츠 연구는 여러 영역에서 이뤄지고 있지만 어린이가 직접 출연하는 키즈 유튜브 채널의 이면과 보호 방안에 대해 짚고 넘어가야 할 과제는 여전히 남아있다. 이들을 보호하기 위한 올바른 정책 확립의 필요성이 매우 중요하다. 이는 아이들이 건강하게 성장할 수 있도록 도움을 주는 역할을 해줄 것이다. 유튜브는 키즈 유튜버와 영상에 출연하는 아동을 보호하기 위한 정책 변화를 가져왔다. 하지만 국내뿐만 아니라 해외에서 실행하고 있는 키즈 유튜버 보호를 위한 지침은 강제성이 없는 권고 조치라는 점에서 한계점을 지닌다. 키즈 시장이 점점 커져가고 있고, 유튜브 키즈 콘텐츠를 넘어 모든 키즈 콘텐츠 관련 가이드라인이 제대로 실행되어야 할 것이다. 이를 계기로 앞으로 새로운 변화가 나타나는지 주목해볼 필요가 있다. 따라서 본 연구에서는 많은 인기를 얻고 있는 키즈 유튜버를 중심으로 키즈 콘텐츠 현황을 살펴보고, 아동 보호 강화를 위한 방안이 과연 적절한지에 대해 해외사례와 함께 비교·분석하고자 한다.
