Through its efforts to promote a nationalistic agenda, Nippon Kaigi ( Japan Conference, hereafter NK), emerged as a stronghold of the returning Abe administration (2012–2020). Since it was founded in 1997, NK has advocated patriotic education, national pride, and the amendment of the Japanese Constitution, which finally found resonance with the domestic policy goals of the Abe administration. In this fashion, NK also attracted considerable media attention. This paper investigates the relations between NK and the Abe administration, viewed in light of advocacy groups in civil society; it first situates NK in relation to conservative groups in Japanese civil society, and then gives an account of its advocacy, understood as one of the core elements of civil society in democratic countries. In this fashion, I propose a systematic analysis of NK and its activities, its relationship vis-à-vis the Abe administration, with the aim of reaching a clearer understanding of Japanese democracy, and its state-society dynamics. To elucidate NK’s advocacy, this paper analyzes the group’s statements at its mass meetings, and the process of its delivery to elected politicians. Further attention is given to the presence of the NK Diet Member’s group (Nippon Kaigi Kokkai giin kondankai), as a way to understand the group’s claims on national policy. Japanese civil society has been characterized as “dual” in that there appear to be many small, local civic groups and few large professionalized ones. Structurally, this view of civic groups being comprised of “members without advocates” has been quite influential. However, NK’s advocacy and vigorous nationwide movement does not seem to fit with this model. At the same time, there has been a tendency to emphasize NK’s strong influence on the Japanese political process, although hard data suggests otherwise. In this paper, I also consider (1) the weak causal links between NK’s support and electoral success, (2) the haphazard influence of NK’s positions on policy outcomes, and (3) the emergence and impact of counter-movements against both NK and the Abe administration.

‘아베1강’이라고 불리던 아베 정권에서 일본회의는 아베 정권의 강력한 지지세력으로 주목을 받았다. 1997년 설립된 일본회의는 헌법개정과 강한 국가를 위한 운동의 전개와 그 쟁점화에 힘써 왔고, 이에호응하는 아베 정권이 등장하자 강력한 지지를 보내면서 세간의 이목을 집중시킨 것이다. 이 글에서는 이러한 일본회의를 일본 시민사회의 범주에 넣고 시민사회의 중요 기능인 정책제언활동의 관점에서 그 활동을 살펴봄으로써, 아베 정권과의 관계 그리고 일본 시민사회의 정책제언활동에 대한 고찰을 시도했다. 이 글에서는 구체적인 정책제언활동으로서 일본회의가 개최하는 집회의 성명서 발표 활동과 그것이 정치인에게로 전달되는 과정을 살펴보았고, 이러한 과정을 가능하게 해 주는 요인으로 의원연맹의 존재에 주목했다. 특히 ‘일본회의 국회의원간담회’는 일본회의의 운동을 국정에 반영하기 위한 목적으로 결성된 것으로 아베 정권하에서 헌법개정운동을 위한 일본회의의 정책제언활동을 원활하게하는 데 기여했다. 이러한 일본회의의 움직임은 정책제언활동이 약하다고 평가받는 일본의 시민사회활동에 있어‘정책제언활동을 하는 보수시민사회’상을 만들어 냈다고 할 수 있다. 그 때문에 그들이 아베 정권과일본의 정책결정과정을 지배한다는 평가가 존재하지만, 선거 과정에 대한 영향력이 아직 미지수라는점이나 정책 결과에 일본회의의 모든 주장이 반영되지 않는다는 점, 그리고 아베 정권에 반대하는 새로운 사회운동 움직임도 분명 존재한다는 점에서 앞으로 좀 더 체계적인 이해와 평가가 요구된다고할 수 있다.
