Since the late 1990s, Korea has faced issues in humanities, and this ultimately has emerged as a real problem in the 2000s. These crises such as the consolidation of similar departments, reduction of the number of students, the recent decline in birth rates, and the decline in school-age population have led to a problem in universities. In contrast to the development observed in the practical department, there has been stagnation in the department of literature, history and philosophy. This requires the creation of a new curriculum to change from German Language & Literature to German area studies in order to attract and sustain interest in these departments. Here we looked at German migration history, political and legal transformation, asylum policy in the EU under the theme of Migration and Refugees, which are closely linked to our society. Although we are in a global era, voluntary and involuntary migration is increasing due to the hardship in terms of socio-economic life of people. German migrants who left America to avoid poverty and other foreign national guest workers who came to Germany with the "German Dream" are economic immigrants. Additionally, reasons for migration maybe religious and political as was the case of the Huguenots of France who migrated to Germany due to religious threat and oppression. The German returnees who deported from the eastern bloc maybe seen as political refugees. As such, searching for traces of people with numerous fates, from migration to refugees, is an indispensable part of area studies which focuses on people in diverse geographical locations.

1990년대 후반 이후 대학에 폭넓게 퍼진 인문학의 위기는 2000년대 들어서 유사 학과의 통폐합과 정원축소 등 실질적인 문제로 부상했고, 최근 출산율 저하와 학령인구감소에 따른 (지방)대학의 위기로 치닫고 있다. 실용학문에 밀린 문․사․철의 운명은 편제와 커리큘럼 개발로 이어졌다. 독어독문학 역시 독일지역학 전공이 생기며, 새로운교과목이 만들어졌으며, 지역학의 일환으로 <유럽연합과 독일>이 개설되었고, 본고는 우리 사회와 긴밀하게 연결된 ‘이주와 난민’이란 주제로 유럽연합 속 독일의 이주변천사를 살펴보았다. 우리 옛말에 “집 떠나면 고생이다”는 말이 있다. 글로벌 시대라 하지만, 타향살이도서러운데, 자발적 이민이 아닌 정치경제적 난민의 삶은 고난의 연속이다. 하지만 인류사를 짚어보면 생활본거지를 떠나거나 떠밀리는 등 숱한 이산의 아픔이 있다. 이주 원인은 크게 경제, 종교, 정치적 배경에서 찾을 수 있다. 기근을 피해 아메리카로 떠난 독일이민사를 포함해 역으로 ‘저먼 드림’을 꿈꾼 손님노동자, 프랑스의 위그노파는 종교적 압제를 피해 독일에 피난처를 찾은 종교난민이며, 동구권에서 추방된 독일계 귀환자는 정치 난민으로 볼 수 있다. 이처럼 이민에서 난민까지 수많은 운명을 지닌 사람들의 흔적을 찾아보는 것은 ‘공간과 사람’을 연구하는 지역학에서 빼놓을 수 없는 부분이다. 더구나 우리에게는 일제강점기라는 치욕의 세월이 있었고 이어진 한국전쟁을 통해 남북 분단으로 실향의 아픔을 간직한 피난민이 여전히 존재한다. 이처럼 다른 배경을 가진 독일과 한국은 그 역사적 흔적을 더듬어보면 놀랍게도 비슷한 측면이 있는데, 이는 인류사의 숙명이기도하다.
