In the Moon Jae-in’s administration, inter-Korean relations seemed to be riding on a roller coaster. It is a time when the South Korean government’s efforts to move the inter-Korean relations on a stable track are becoming more important. This study intends to explore inter-Korean health and medical cooperation as a task to improve inter-Korean relations in the post-Corona era. If North Korea-US dialogue resumes in the future, North Korea will have to lift the current blockade, and for this, thorough quarantine measures will be prioritized. For this, cooperation with the international community is highly likely to be accepted. In particular, if we secure vaccine and treatment technology, we can induce a change of North Korea’s attitude toward South Korea, and inter-Korean relations. Accordingly, this study examines the changes caused by COVID-19, which has a profound effect on the international order, and the need for international cooperation to solve them. Next, North Korea’s medical system, especially the infectious disease response system, is reviewed and the necessity of inter-Korean cooperation is suggested. The case of East and West Germany shows that inter-Korean health and medical cooperation is not only beneficial to North Korea but also to South Korea. Finally, this study will suggest the implications and a phased approach on the inter-Korean health and medical cooperation in the post COVID-19.

문재인 정부가 밟아온 지난 4년간의 남북관계 상황은 그야말로 롤러코스터를 타고 있는데, 이제 남북관계를 안정적인 궤도로 진행시키기 위한 우리 정부의 노력이 더욱 중요해지는 시점 이다. 본 글에서는 포스트코로나 시대 남북관계의 개선을 위한 과제로 남북 보건의료협력을 모 색해보고자 한다. 향후 북미간 대화가 진행될 경우 북한은 현재의 봉쇄를 풀어야 할 것이며, 이 를 위해 철저한 방역조치가 우선될 것이다. 이를 위한 국제사회와의 협력을 우선적으로 수용할 가능성이 높으며, 특히 우리가 백신과 치료제 기술을 확보한다면 북한의 태도 변화를 기대할 수 있으며 남북관계에 대한 북한의 셈법 역시 변화될 것이다. 이에 본 연구에서는 국제질서에 심대한 영향을 미치고 있는 코로나19가 가져온 변화와 그 해결을 위한 국제협력의 필요성을 살펴보고, 북한의 의료체계, 특히 감염병 대응체계를 살펴 봄으로써 남북간 협력의 필요성을 제시한다. 남북 보건의료협력이 북한에게만 이익이 되는 것 이 아니라 우리에게도 직접적인 이익이 있음을 동서독 사례를 통해 보여준다. 마지막으로 코로 나 이후 한반도의 평화를 위한 과제로서 보건의료협력의 함의 및 단계별 협력방안을 제시하도록 한다.
