On December 25, 1991, when President Gorbachev resigned, the Soviet Union was officially disbanded. 2021 This year marks the 30th anniversary of the collapse of the Soviet Union. When Mikhail Gorbachev took office as Secretary-General in 1985, he pursued an open reform policy for the reconstruction of the Soviet Union. However, he did not improve the fragile constitution of the USSR’s national economy and eventually entered the path of his dissolution. This study examines the background and contents of Gorbachev’s open reform for the reconstruction of the Soviet Union and examines its limitations. In addition, I would like to examine the background, agreements, and implications of Gorbachev’s holding of a single meeting with President Sun-Myung Moon, who desperately need help from the international community in promoting open reform.

1991년 12월 25일 고르바초프 대통령이 사임하면서 소련은 공식적으로 해체되었다. 2021 년 올해는 소련이 붕괴한지 30주년을 맞이하고 있다. 미하일 고르바초프는 1985년 서기장으 로 취임하자 소련의 재건을 위해 개방개혁정책을 추진했다. 그러나 소련 국가경제의 허약한 체 질을 개선하지 못하고 결국 해체의 길로 접어들었다. 본 연구는 소련 재건을 위한 고르바초프 의 개방개혁의 배경과 내용을 고찰하고 그 한계가 무엇인지 살펴보았다. 또한 개방개혁을 추진 하는데 국제사회의 도움이 절실한 고르바초프가 문선명 총재와 단독회담을 개최한 배경과 합 의사항, 그리고 함의를 살펴보았다.
