This study aims to establish a plan to revitalize the regional innovation council, which is the main focus of the growth and development of the regional innovation system recently unfolded by the Presidential Committee for Balanced National Development. By examining the promotion organizations and diagnosing the current status of several regional innovation councils organized and promoted by local governments, based on performance and plans, we intend to derive implications from overseas regional innovation promotion organizations and diagnose problems in the operation of the domestic regional innovation council. . Through this, this study benchmarks overseas regional innovation promotion organizations and diagnoses the current status of regional innovation councils in Korea. As a result, by looking at policy proposals commonly required to revitalize the regional innovation council, strengthen the functions and authority of regional innovation support groups, reorganization of the innovation council's organizational system and additional plans to improve the system are suggested.

본 연구는 최근 국가균형발전위원회가 전개하고 있는 지역혁신체계(Regional Innovation System)의 성장발전에 주축이 되고 있 는 지역혁신협의회의 활성화 방안을 수립하기 위해 지역혁신협의회의 모태가 되고 있는 해외의 대표적인 지역혁신 추진기구들을 살 펴보고 국내 지자체별로 구성하여 추진하고 있는 몇몇 지역혁신협의회의 현황을 실적과 계획 위주로 진단해 봄으로써 해외 지역혁신 추진기구들이 주는 시사점을 도출하고 국내 지역혁신협의회의 운영상의 문제점들을 진단하고자 한다. 이를 통해 본 연구는 해외 지역 혁신 추진기구를 벤치마킹하고 국내의 지역혁신협의회의 현황을 진단한 결과 국내 지역혁신협의회 활성화를 위해 공통적으로 요구되 는 정책적 제안들을 살펴봄으로써 지역혁신지원단의 기능 및 권한 강화, 지역혁신협의회 조직체계의 개편, 추가적인 제도 개선 방안 들을 제시하고 있다.
