In a disaster situation, there is a growing concern in our society whether the crisis management system works properly. In this regard, this study began with a consideration of whether police officers, who perform various missions in the field and have increasing importance, had the required capabilities for them in the situation. For the purpose, this study set up a hypothesis, “The police officers’ disaster response capabilities would improve with better education/training system then investigated their perceived disaster response capabilities and the factors affecting them through the related surveys and analyses to present the necessary policy implications. As a result of the study, it turned out that the police officers’ education/training system had all statistically significant positive (+) impacts on their disaster response capabilities. The results of this study suggest several policy implications. In particular it is necessary to establish and continuously promote a plan for customized improvement, focusing on ‘female police officers,’ ‘those whose work is not at all or hardly, or slightly related to disasters,’ ‘those who have served for 10 years to 15 years,’ and ‘those whose rank is Superintendent or Senior Inspector’ who were found to have relatively poorer disaster response capabilities. Also, with these efforts for improvement, comprehensive improvements should be made, e.g., granting the police’s authority to take initial action in disaster response, maintaining the related coaching system, maintaining the laws and systems on the roles and duties of the police according to the introduction of the autonomous police system and strengthening cooperation with local governments, etc. This study scientifically verified and analyzed the factors affecting the police officers’ disaster response capabilities. In other words this study is the first case that expanded the range of the subjects of the survey from constable to the ranks higher than senior superintendent working nationwide and conducted surveys with the National Police Agency, a policy unit, as well as the first-line patrol divisions and police substations. This study has great significance for establishing the foundation for the revitalization of the follow-up studies by evaluating the police officers’ disaster response capabilities and proposing concrete improvement plans.

재난 상황에서 위기관리 국가의 시스템이 제대로 작동하느냐는 물음에 우리 사회의 우려가 커지고 있다. 이에 각종 현장에서 다양한 임무를 수행하는 경찰공무원이 재난상 황에서 이를 해결할 수 있는 필요한 역량을 갖추고 있는지에 대한 의문을 제기하며 이 연구를 실시하였다. 경찰관의 재난 대응 능력은 더 나은 교육훈련 시스템으로 개선될 수 있을 것이며, 그 후 관련 조사 및 분석을 통해 경찰관의 인식된 재난 대응 능력과 영 향을 미치는 요인을 조사하여 필요한 정책적 시사점을 제시하는 것이 이 연구의 목적 이다. 이 연구를 위해 경찰청과 전국의 시·도 경찰청 및 경찰서 그리고 지구대와 파출 소에 근무하는 경찰공무원을 대상으로 설문조사를 진행했으며 최종적으로 1,242매가 회수되었다. 연구 결과, 경찰관들을 대상으로 한 교육훈련 시스템이 재난 대응 능력에 통계적으로 유의한 긍정적인 (+) 영향을 미치는 것으로 나타났다. 본연구를 통하여 경 찰관들의 재난대응 능력을 평가하고 구체적인 개선방안을 제시했으며, 후속 연구의 기반을 마련하고자 한다.
