This study is to find out what factors are necessary for autonomous integration of administrative districts. The comparative analysis was conducted between the cases of Cheongju and Cheongwon, which had similar regional conditions but succeeded in consolidation, and the cases of Jeonju and Wanju, which failed. Comparing the political factors, it was found that Cheongju and Cheongwon reflected in the election pledges of political parties and regional and local governments, whereas Jeonju and Wanju reflected only the pledge of the Mayor of Jeonju. It was analyzed that the industrial type of Wanju-gun as an economic factor has a high proportion of secondary industries, so the desire for integration may be low due to its development potential. In terms of historical homogeneity, it can be seen that some of Wanju-gun belonged to different administrative districts for 500 years, so the homogeneity was slightly lower than that of Cheongju and Cheongwon, which were always the same area. The biggest difference is that compared to Jeonju and Wanju, Cheongju and Cheongwon have consistently presented their vision for integration, public-private communication exchanges have been steadily conducted for about 15 years, and civic groups' activities for integration have also been very active.

본 연구는 행정구역 자율통합을 위해서는 어떠한 요인이 필요한지를 알아보기 위한 연 구이다. 비슷한 지역적 여건을 가졌으나 통합에 성공한 청주‧청원사례와 실패한 전주‧완주 사례를 비교 분석하였다. 정치적인 요인을 비교해 보면, 청주‧청원은 정당과 광역‧기초지자 체장의 선거공약에 통합이 반영된 데 반해 전주‧완주의 경우 전주시장의 공약에만 반영된 것을 알 수 있었다. 경제적 요인으로 완주군의 산업유형이 2차 산업의 비중이 높아 발전 잠재력을 이유로 통합욕구가 낮을 수가 있다고 분석하였다. 역사적 동질성에서 완주군 일 부가 500년 동안 다른 행정구역에 속해 있어서 항상 동일지역이었던 청주‧청원에 비해 동 질성이 조금 낮았다는 것을 알 수 있었다. 가장 큰 차이점은 전주‧완주에 비해 청주‧청원 이 통합에 따른 비전제시를 꾸준히 해왔고, 민‧관 소통 교류를 약 15년에 걸쳐 꾸준히 해 왔으며, 통합을 위한 시민단체의 활동도 아주 활발히 전개되었던 점이다.
