Given the criticism on the function and existence of the local councils, this study mainly tries to analyze Adaption Possibility and Adaption Time for the municipal ordinance. The data collected for the 18 sessions from the 282nd session in 2018 to the 299th session for three years are empirically tested(n =1,482). The study result indicates that almost all variables among ten variables in each category for the bill turn-in subjective, committee, bill turn-in characteristic, session-related opportunity are statistically significant. While the unrevised passage of the submitted ordinance is likely to have less time than submitted non-ordinance, ordinance adaption time is different in each session. The comparison with data analysis outcomes between all sessions and individual sessions shows that ordinance adoption capacity for the council is better than ordinance non-adoption capacity. In the bill adoption capacity, the unrevised passage of the ordinance is likely to improve as a session goes by. In the bill non-adoption capacity, the submitted ordinance is more likely to pass in a shorter time for all sessions. The submitted ordinance is more likely to have much lagged time.

본 연구는 최근 지방의회의 불신 속에 조례안의 채택과 불채택의 가능성과 기간을 분석 하였다. 서울시의회의 2018년 제282회 시의회로부터 제299회까지 3년간 18회기를 계량적 으로 분석하였다(n =1,482). 분석 결과, 연구모형에서 조례안의 제출자, 상임위원회, 발의 특성, 결정 기회에 속한 10개의 독립변수 대부분은 조례안의 채택과 불채택의 가능성과 기 간에 통계적으로 의미 있는 변수이다. 비 조례안보다 조례안의 원안 가결을 위한 소요 기간이 짧은 가운데, 조례 발의안의 채 택 시간과 불채택 시간은 이를 결정한 회기에 따라 차이가 있다. 전체적 비교와 회기별 비 교를 종합하면, 조례안의 채택역량은 불채택보다 우수하다. 회기별 채택역량은 조례안의 원안 가결 역량에서 조금씩 개선되고 있다. 불채택 역량의 경우, 전체적으로 속전으로 처 리하고 있으면서도 과거보다 시간이 지체되는 것으로 분석된다.
