This article examines and identifies the cause of the legislative gridlock on a medical law amendment related to the Lee Myung-bak administration's medical privatization policy. Although the medical privatization policy is a representative policy that generates conflicts and gridlocks, the analysis on elements of legislative gridlocks has not been investigated. Therefore, this study analyzes the impacts of the characteristics of each Member of Parliament, partisan and institutional factors, factors related to proposers of the legislation, and alliance factors of political actors on the gridlock focusing on the 2010 medical law amendment case during the Lee Myung-bak administration. The analysis results are as follows. Parliamentarian characteristics such as the first election, proportional representation, and parliamentary origin affected the legislative gridlock. In addition, factors such as the operating process of the standing committee, government submission bill, and alliance with political actors influenced the legislative gridlock of the medical law amendment. In the case of the issue bill, it implies that it is necessary to prepare reasonable alternatives through close communication and consultation with the government as well as the National Assembly, and policy coordination with various political actors.

이 논문은 단점정부임에도 입법교착이 초래된 이명박 정부의 의료민영화정책 관련 의료 법개정안 사례를 대상으로 입법교착이 발생한 원인을 분석하는 연구이다. 의료민영화정책 은 갈등과 교착이 심각한 대표적인 정책임에도 불구하고, 입법교착 원인에 대한 분석은 활 발하지 않았다. 따라서 이 연구에서는 이명박 정부시기 의료민영화정책을 개괄하고, 2010 년 의료법개정안 사례를 입법교착 대상으로 국회의원 특성, 당파적, 제도적 요인, 법안 제 안자 요인, 정치행위자 연합요인 등이 입법교착에 미치는 영향을 분석하였다. 분석결과는 다음과 같다. 초선, 비례대표, 의원출신 등의 의원 특성이 입법교착에 영향을 주었다. 또한 교섭단체 간사 등 상임위원회 운영방식, 정부제출 법안 요인, 정치행위자 연 합요인이 의료민영화정책 의료법개정안 입법교착에 영향을 주는 것으로 나타났다. 쟁점법 안의 경우 정부와 국회와 긴밀한 소통 및 협의, 다양한 정치행위자와 정책조정을 통한 합 리적인 대안 마련이 필요하다는 것을 시사한다.
