This study reviews the referral system of bills which are unclear to decide jurisdictional authority or cut across existing jurisdictional boundaries of standing committees. During the legislation process of the 10 young man basic bills in 20th congress, bills were referred to different committee and returned and decided to refer to the same committee by the House Steering Committee and returned by the committee again. For referring legislative proposals to the competent committee efficiently, several recommendation are suggested. First, prioritize the criteria for deciding proper committee have to prioritized. Second, records which contain the reason to refer a bill to a committee should be made and used when similar bills were referred. Third, relevant committee has to make report about a bill mandatorily even if there is no opinion. Fourth, jurisdiction coordination committee would better work on practical point of view and have to hold a meeting before House steering committee to decide competent committee for a bill. Fifth, committee staff director and officials of the Executive branch have to attend when House steering committee open a session to decide competent committee. Sixth, select committee should have right to resolution when it consider a bill which could not be referred to one existing standing committee.

이 연구는 국회 법률안의 회부제도를 검토한다. 19대 국회에서 시작해 20대 국회에서 통 과된 ‘청년기본법안’을 사례로 회부과정을 분석하고 법률안 회부제도와 과정의 문제점을 파악하고 개선방안을 제시하였다. 이 법안은 소관위원회 회부와 반송, 특별위원회의 설치 와 협의, 운영위원회의 소관위원회 결정 및 반송 등 소관위원회 결정에 어려움을 겪었다. 법률안의 효율적인 회부를 위해서 소관위원회의 결정기준의 서열화, 소관위원회 결정원 인의 기록, 관련위원회 의견 개진의 의무화, 국회의안소관조정위원회의 운영방법, 운영위 원회의 회의요건, 특별위원회의 의결권부여 등의 개선방안을 제시하였다.
