- In this study, literature study, case analysis, and empirical research were combined to find a way to revitalize startups in Chungcheongbuk-do, and specific implementation strategies and methods were discussed. First, in order to solidify the theoretical background for the establishment of a startup ecosystem, theories related to clusters, regional innovation systems, and business ecosystem are summarized. Second, a comparative analysis was conducted in terms of the industry, government, and academia (or triple helix model) between Silicon Valley and East London Tech City, which are evaluated as successful startup ecosystems. Third, a research model was built based on existing literature and cases, and empirical analysis was performed through the PLS structural equation. Results show that, it was found that mutual cooperation, value sharing, and co-evolution, which are factors that build a startup ecosystem, have a positive effect on open innovation, and open innovation has a positive effect on startup revitalization. Based on these discussions, strategies were derived from the industry, government, and academia aspects to revitalize start-ups in the Chungbuk region, and effective measures for establishing open innovation and start-up support policies were presented.

- 본 연구는 충청북도의 창업 활성화를 위한 방안을 탐색하기 위해 문헌연구, 사례 분석 및 실증 연구를 접목하고 구체적인 실행 전략 및 방법에 대해 논의하였다. 먼저, 창업생태계 구축에 대한 이 론적 배경으로서 클러스터, 지역혁신체계 및 비즈니스 생태계 관련 이론을 정리하였다. 둘째, 성공 적인 창업생태계로 평가받고 있는 미국의 실리콘밸리와 영국의 이스트런던 테크시티를 산·관·학 삼 중나선측면에서 비교·분석을 진행했다. 셋째, 기존 문헌 및 사례를 바탕으로 연구 모델을 구축하고 ‘PLS 구조방정식’을 통해 실증분석을 수행하였다. 분석 결과, 창업생태계 구축요인인 상호협력, 가치 공유, 공진화는 개방형 혁신에, 개방형 혁신은 창업 활성화에 긍정적인 영향을 주는 것으로 나타났 다. 이러한 논의를 바탕으로 충북지역의 창업 활성화를 위한 산·관·학 측면에서 전략을 도출하고 개 방형 혁신 및 창업 지원정책 수립을 위한 실효성 있는 방안을 제시하였다.
