After the 9/11 terrorist attacks, the international community strengthened international solidarity and reorganized domestic laws and systems to counter terrorism. Nevertheless, terrorism continues to occur all over the world. In particular, the geopolitical war ended after ISIS was defeated in Iraq and Syria in March 2019, but due to changes in three strategies: the dispersion of leadership bases, the return of foreign terrorist fighters to their home countries, and the increase in Internet and SNS environment and brand power. Its influence has expanded to such an extent that it is leading international terrorism by strengthening global networks by establishing franchise organizations in various parts of the world. And although the number of terrorist incidents has decreased due to the global pandemic of COVID-19, terrorist organizations are reorganizing their organizations and recruiting terrorists through propaganda and incitement. South Korea is causing various social problems, such as an increase in the number of foreigners residing in Korea due to foreign workers, illegal immigrants, refugees, and defectors from North Korea, entry into a multi-cultural society due to international marriages, and an increase in the socially disadvantaged due to economic inequality. In Korea, the measures to prevent and respond to the terrorist environment and terrorist threats include the establishment and implementation of policies to prevent militant extremism at the pan-government level, the promotion of social integration policies as a two-track strategy in preparation for a multi-cultural society, systematic management of foreigners living in Korea, and digital jihad Examples of counter-terrorism strategies in line with the times, supplementation of the counter-terrorism system, and the introduction of legal amendments that apply homegrown terrorism to the Anti-Terrorism Act.

9·11테러 이후 국제사회는 테러를 대항하기 위해 국제적 연대를 강화하고, 국내법과 각종 제도를 재정비하였다. 그럼에도 불구하고 세계 곳곳에서 테러 끊임없이 발생하고 있 다. 특히, ISIS는 2019년 3월 이라크·시리아 지역에서 패퇴한 후 지정학적 전쟁은 종식되 었으나, 지도부의 거점 분산, 외국인테러전투원의 본국 귀환, 인터넷과 SNS 환경 및 브랜 드 파워 증대 등 3가지 전략의 변화로 전 세계 각지에서 프랜차이즈 조직을 구축하며 글로 벌 네크워크를 강화하여 국제테러리즘을 주도하고 있을 정도로 영향력이 확대하였다. 그리 고 코로나19라는 세계적 펜더믹 현상으로 테러사건은 감소하였지만 테러조직이 조직을 재 정비하며 선전·선동으로 테러리스트 모집하고 있는 양상을 보이고 있다. 한국은 외국인노 동자, 불법체류자, 난민, 북한 이탈주민 등으로 국내 체류 외국인이 증가와 국제결혼 등으 로 인한 다문화사회로의 진입, 경제적 불평등으로 인한 사회적 약자 증가 등 여러 가지 사회적 문제를 야기하고 있다. 한국에서 테러환경과 테러위협을 예방 및 대응하는 방안으 로는 범정부차원에서 폭력적 극단주의 예방정책 수립 및 시행, 다문화사회를 대비한 투트 랙 전략으로 사회통합적 정책 추진과 체계적인 체류 외국인 관리, 디지털 지하드 시대에 부합한 대테러 전략, 테러대응체계 보완, 그리고 테러방지법에 자생적 테러리즘을 적용한 법적 개정 도입 방안 등을 들 수 있다.
