On March 21, 1985, two rebels hijacked the torpedo boat No. 3213 of the Chinese Navy in training and fled to South Korea. While searching for this torpedo boat, three Chinese warships entered South Korean territorial waters and were blocked by the South Korean navy and air force, which led to the so-called “Chinese torpedo boat incident”. China and South Korea reached a consensus to deal with the incident in a low-key, expeditious, and negotiated manner. Direct diplomatic negotiations were conducted in Hong Kong on the incident. Eventually the torpedo boat and all crew involved were returned to China. In the process of handling this incident, Taiwan also actively intervened, trying to extradite the torpedo boat and its crew to Taiwan but their efforts failed. The direct contact between the Korean Consulate General in Hong Kong and the Hong Kong Branch of Xinhua News Agency opened a window for exchanges between the two sides, and thus the Hong Kong channel for official communication between China and South Korea was formed. This event provided a good opportunity for the improvement of China-South Korea relations.

중국 해군 어뢰정 3213호가 1985년 3월 21일 훈련 도중 반군 2명에게 납치돼 한국으 로 도주했고, 이를 수색하던 중국 군함 3척이 한국 영해로 진입했다가 한국 해·공군의 저지로 이른바 “중국 어뢰정 사건”이 발생했다. 한중 양측은 조용하고 신속하며 합의적 으로 사건을 처리한다는 데 인식을 같이하고 홍콩에서 이 사건에 대한 직접 외교 교섭 을 벌였고, 결국 이 사건과 관련된 어뢰정과 선원 전원을 중국으로 돌려보냈다. 이 사건 의 처리 과정에서 대만도 적극적으로 개입해 어뢰정과 선원들의 신병을 대만으로 인도 하려 했으나 성공하지 못했다. 주홍콩 한국총영사관이 신화사 홍콩지사과의 직접 접촉 으로 양측 교류의 물꼬를 트면서 한중 양국이 공식적으로 교류하는 홍콩 채널을 형성 하였고 양국 관계 개선의 좋은 계기를 마련했다.
