In line with the government's plans to improve the drone industry, the ROK Ministry of National Defense has made efforts to expand the use of c ivil/commerc ial drones in the military. The polic y implic ations for the acquisition and management of civil/commercial drones are proposed through a survey and utility assessment of operators. Given the redesign process, the followings are discussed. Regarding acquisition, we propose an R&D process in which the government invests, while contractors are appointed based on the results of the competition at each stage. We also propose a way to implement multiple programs in a way that the scale is reduced so that an expedited test and evaluation process can be applied. Regarding management, the drone insurance policy is discussed. The concept of group insurance is considered by reference to the classification of the insurance subscription. In addition, a policy direction for the after service is suggested along with the modularized replacement concept. As a substitute for conventional logistics support, commercial-off-the-shelf modules (products and parts) released on the market can be considered according to the replacement cycle.

정부의 드론산업 발전 노력에 발맞추어 우리군도 상용드론 도입 확대를 위한 다양한 노력을 기울여 왔다. 이에 본 논문은 상용드론 관련 제도를 살펴보고, 기 도입된 상용드론에 대한 실태조사와 효용성 평가를 통해 상용드론 확보 및 운영 활성화 방안을 제안하고자 작성되었다. 상용드론에 대한 개조작업의 불가피성을 감안하여 다음의 사항을 논의하였다. 먼저, 획득과 관련하여 정부투자 업체주관 복수연구개발 절차를 제안하였다. 사업규모를 축소하더라도 도입 활성화를 위한 다수의 프로그 램 운영을 통해 경쟁을 촉진할 것을 제안하였다. 이때에는 간소화된 시험평가가 신속 획득의 열쇠가 될 것이다. 운영과 관련 하여서는 임무에 따라 차등적으로 적용 가능한 드론 단체보험 도입 필요성을 논의하였다. 아울러 기술진부화가 빠른 4차산업 품목적 특성을 감안하여 교체주기를 고려한 모듈단위의 주요 구성품 교체 및 정비개념도 제안하였다.
