In order to confirm the possibility of military use of civilian products with new technology through the military’s demonstration operation, and to quickly introduce necessary weapon system into the military, the Defense Acquisition Program Administration established and implemented a Rapid Demonstration Acquisition Project(RDAP) from 2020. However, there is a concern that the RDAP may lead to relatively high acquisition costs by hindering price competition in the future mass production stage as only a single company is s elected as t he p roject p articipants. Therefore, the R DAP has been s upplemented to a llow multiple companies to be s elected. However, it i s expected that practical application of the r evised R DAP will be difficult as the criteria for deciding whether to select a single operator or multiple operators are still not established. In this paper we identify and examine the main factors to be considered when determining the number of participating companies (single or multiple) in the RDAP, and suggests policy implications. We hope that the suggestions of the paper will be used to prepare reasonable and detailed criteria for determining the number of participant of the RDAP.

군의 시범운용을 통해 신기술이 적용된 민간 제품의 군 적용 가능성을 확인하고 필요한 무기체계를 군에 신속히 도입하기 위해 방위사업청은 2020년부터 신속시범획득사업을 수립하여 시행하였다. 그러나 신속시범획득사업은 하나의 기업만을 사업 참여자로 선정함에 따라 향후 양산단계에서 가격경쟁을 저해하여 상대적으로 높은 획득비용으로 이어질 수 있다는 우려가 제 기되었다. 이에 따라 복수의 사업자를 사업 참여자로 선택할 수 있도록 제도가 보완되었다. 그럼에도 불구하고 사업 참여자의 수를 결정하는 세부 기준이 아직 확립되지 않아 개정된 신속시범획득사업의 실제 적용에 논란이 따를 것으로 예상된다. 본 논문에서는 신속시범획득사업 참여 사업자의 수(단수 또는 복수)를 결정할 때 고려해야 할 주요 요소들을 식별하고 검토하여 참여사업자수 판단에 실질적으로 적용할 수 있는 정책 대안을 제시하였다. 이러한 제안이 신속시범획득사업 참가자 수를 결 정하기 위한 합리적이고 구체적인 기준 마련에 활용되기를 기대한다.
