Despite many efforts in our modern history, the police have often been placed under political influence. As a result, he was removed from his duty as a 'police officer of the people' and became the target of criticism and lost credibility. Based on such experience, the Police Act enacted in 1991 required the police to set up a police committee to correct the mistakes and secure political neutrality and democracy. However, as a result of political strife, it created an insufficient form of committee that was difficult to revive its original purpose, and eventually became the current police committee, which was criticized as "only a formal advisory body.“ The Korea Coast Guard Commission, which was launched in 2020, was modeled on the above police commission, but some of them were further retracted. It is also an important task inside and outside the maritime police to reflect the democratic will on behalf of the people and to create a maritime police that is free from the influence of political power. In order to enhance the status of maritime police and enhance public trust in the future, comprehensive reforms such as changing the composition method of the commission, establishing and operating an independent secretariat, and introducing ombudsman work are required.

우리 현대사에서 경찰은 많은 노력에도 불구하고, 정치적 영향력 하에 놓이는 경 우가 적지 않았다. 그로인해 ‘국민의 경찰’이라는 본분에서 이격되어 지탄의 대상이 되고 신뢰도 저하되었다. 그런 경험을 토대로 1991년 제정된 경찰법은 그간의 과오를 시정하고 경찰의 정치적 중립과 민주성 확보를 위해 경찰위원회를 설치하도록 했다. 하지만 정쟁의 산물로 본래의 취지를 살리기 어려운 미흡한 형태의 위원회를 탄생시 켰고, 결국은 ‘형식적 자문기관에 불과하다’는 혹평을 받는 현재의 경찰위원회가 되 었다. 2020년 출범하게 된 해양경찰위원회는 위와 같은 경찰위원회를 모델로 하였고, 오 히려 일부는 더 후퇴한 점들도 확인된다. 해양경찰위원회가 국민의 의사를 대변하여 민주적 의사를 반영하고, 정치권력의 영향으로부터 자유로운 해양경찰을 만드는 것 은 해양경찰 내외부의 중요한 과제이기도 하다. 향후 해양경찰의 위상을 높이고 국민적 신뢰를 제고하기 위해서는 해양경찰위원 회의 해양경찰 관리·감독기관으로서 지위격상, 민의를 대변할 수 있도록 위원회의 구 성방법 변경, 독립된 사무국의 설치·운용과 민원처리 업무의 도입 등 포괄적 개혁을 추진할 것이 요구된다.
