Purpose : This study is to actively respond to the situation in which the US administration has repeatedly proposed trade relief measures for Korean goods as the trade balance deficit of the US with Korea has been deepening since the Korea-US FTA entered into force. In the process, I would like to find and present policy implications. Research design, data, methodology : This study was conducted as an attempt to find a strategic plan in service trade to become a representative country for trade negotiations, taking into account the Korea-US FTA negotiations and renegotiations that Korea has been pursuing so far. Results : As a result of the analysis, as of 2019, the United States recorded a deficit of $11.46 billion in commodity trade from Korea, but recorded a surplus of $13.33 billion in service trade. Conclusions : Many experts predict that the stance of the US administration's protection trade policy, which goes against the traditional US trade policy, will continue. In terms of trade, Korea administration must be wary that trade remedy measures can be re-activated at any time in the wake of the US-priority principle, and the trade managers of Korea can be brought to the table of negotiations.

최근 미국은 새로운 행정부가 들어셨음에도 그간 추진해오던 보호무역주의 기조를 지속적으 로 이어갈 테세이다. 미중 무역분쟁에도 트럼프 행정부와는 다르게 아시아지역의 동맹국과 공 동대응전선을 구축하여 대응하겠다고 하는 등 무역분야에서 배타적인 정책기초를 이어나갈 것으로 관측되고 있다. 본 연구는 우리나라가 그간 추진해왔던 한-미 FTA협상, 재협상 등을 거울삼아 통상협상의 대표 국가로 발돋움하기 위한 전략적 방안을 서비스무역에서 찾아보고자 하는 시도로 연구되었다. 분석결과 2019년 기준으로 미국은 한국으로부터 상품무역에서는 114.6억 달러 적자를 기록했 지만, 서비스무역에서는 133.3억 달러 흑자를 기록하여 상품과 서비스무역을 함께 고려한다면 미국의 무역불균형의 주장은 힘을 잃게 될 것이다.
