Purpose : This study attempted to examine the development process and performance of export credit insurance (ECI), as one of the policy-oriented trade finance systems in the Xi Jinping era, and to find the institutional tasks of China's ECI. Research design, data, methodology : From an institutionalism perspective, especially research design of formal institution(law and orgarnization), this paper used the annual report data from China Export & Credit Insurance Corporation(SINOSURE), and utilizes statistics and documents provided by Chinese government, which is based on historical methodology. Results : The result shows that China's export credit insurance has achieved considerable results not only in institutional growth but also in terms of its performance through the introduction of the institution (1986-2001), institutionalization (2002-2012), and institutional development(2012-2022). In particular, the export credit insurance system was strengthened through the Xi Jinping era(2012-2022), along with the quantitative expansion of the organization, the specialization of the board's management system and headquarters organization, and business organization. As a result of the development and active operation of the ECI system, the total insured amount of SINOSURE has increased annually by 11.6% over the past eight years (2011-2019) in the Xi Jinping era to reach USD 6,097.9 billion in 2019. Conclusions : Despite the institutional development and economic performance that has been achieved for about 10 years since the launch of Xi Jinping, this result leaves the following institutional challenges: First, it is necessary to establish a department dedicated to SINOSURE within government organization and operate a permanent consultative body. Second, it is to improve export credit insurance legislation to increase transparency, stability and accountability of ECI operations. Third, it is to diversify SINOSURE's ECI business and expand export insurance funds to support it.

본 연구는 제도주의적 시각에서 시진핑 시대 정책성 무역금융제도의 하나인 수출신용보험 (ECI)의 전개과정과 성과를 살펴보고 중국 ECI의 제도적 과제들을 찾아보고자 하였다. 중국의 수출신용보험은 제도의 도입기(1986-2001)와 제도화기(2002-2012), 시진핑 시대의 제도 발전기 (2012-2021 현재)를 거치면서 제도적 성장‧발전뿐만 아니라 그 실적에 있어서도 적지 않은 성 과를 거두어 왔다. 즉 수출신용보험제도는 2001년 10월 SINOSURE 설립과 이후 진행된 ECI 관련 법제의 정비와 함께 본격적으로 제도화되기 시작하였으며, 시진핑 시대를 거치면서 조직 의 양적 확대와 함께 이사회 경영체제 및 본부조직의 전문화, 영업조직의 강화가 이루어지고, 불법자금조성·보험사기·자금세탁 등에 대한 방지법제와 대응활동이 강화되었다. 또한 ECI 제 도의 발전과 적극적 운용에 힘입어 SINOSURE의 ECI 인수실적이 시진핑 시대에는 최근 8년간 (2011-2019) 연평균 11.6%씩 증가하여 2019년 현재 6,097.9억 달러 규모로 성장하였다. 중국 수 출신용보험은 시진핑 시대 출범 이후 약 10년간 이루어온 조직 발전과 경제적 성과에도 불구 하고 다음과 같은 제도적 과제를 남겨주고 있다. 그것은 첫째, 정부조직 내에 SINOSURE 전담 부서 배치와 유관기관 상설 협의체 운영, 둘째, ECI 운영의 투명성과 안정성, 책임성을 높여 가기 위한 수출신용보험 관련 법제의 개선, 셋째, SINOSURE의 ECI 사업 다변화와 이를 뒷받 침할 수출보험기금의 확충이다.
