Research is being conducted to find the causes of occupational accidents in the unsafe behavior of workers and risk factors in the workplace, as well as various socio-economic factors that affect workers’ working conditions and work environment. This study analyzes business cycle factors that affect the occurrence of occupational accidents in Korea using econometric methodology. As a result of the analysis, indicators related to business cycle such as economic growth rate, construction start status, and employment rate, and occupational accidents were found to be statistically significant. Using the results, it is highly likely that economic growth rate, changes in production indexes for all industries, and construction start status can be used as indicators for occupational accidents, while changes in construction orders, ratio of male workers, employment rate, and number of workers are likely to be used as leading indicators. If these indicators are elaborated, they can be used for prevention activity plans or administrative measures for the prevention of industrial accidents through the prediction of the occurrence of occupational accidents. In addition, employers can maximize the efficiency of occupational accident prevention investment if they perform flexible prevention activities in consideration of changes in the type of business, facility operation rate, and a number of workers rather than uniform occupational accident prevention education and investment of safety facilities.

산업재해 발생 원인을 근로자의 불안전 행동, 사업장내 위험요소 등에서 찾는 노력과 함께 근로자의 근로조건과 작업환경에 영향을 주는 다양한 경제·사회적 요인에서 찾는 연구가 진행되고 있다. 본 연구는 계량경제학적 방법론을 활용하여 한국의 산업재해 발생 에 영향을 주는 경기변동적 요인들에 대해 분석하였다. 분석 결과, 경제성장률, 건축 착공현황, 고용률 등 경기변동 관련 지표들과 산업재해는 상당한 통계적 유의성을 갖는 것으로 나타났다. 연구결과를 활용하면 경제성장률, 전산업 생산지수 변화, 건축부문 착공현황 등은 산재발생 동행지표로, 건설수주액, 남성근로자 비율, 고용률, 근로자수의 변화 등은 선행지표로 활용될 가능성이 높다. 이러한 지표들을 정교화 한다면 산업재해 발생에 대한 예측을 통해 산업 재해예방관련 사업 계획이나 감독기관의 산재예방을 위한 행정조치 등에도 활용될 수 있다. 또한 사업주는 일률적인 산재예방 교육이나 안전설비 투자에 그치기보다는 사업장의 업종, 설비가동률, 근로자 규모 변화 등을 고려하여 탄력적 인 산재예방 활동을 한다면 산재예방투자의 효율성을 극대화할 수 있을 것이다.
