This study aimed to explore the current situation and future tasks of human rights education in South Korean sport. Human rights violation in sport has emerged as a serious social problem in South Korea, shedding light on the important role that human rights education has in sport. Therefore, it is necessary to analyse the current situation in detail and investigate future tasks based on the principles of human rights education. Researchers collected the data through in-depth interviews with sports human rights trainers and managers, participatory observations on the classes, and public documents. The result was threefold. First, education contents were shown to be limited. Only the physical and sexual violence was addressed with an emphasis on offenders’ individual responsibilities, erasing the discussion about coaches' labour rights. Second, the ways in which education was delivered were revealed to be restricted. Large-sized classes and one-way methods were commonly implemented and different participants’ characteristics were neglected. Third, the administrative system was indicated to be unsustainable. The educational administration was inadequate to support proper education, lacking in the amount of budget and number of managerial staff. The education managers’ level of human rights awareness was low, which led to a negligence of their state obligations to protect human rights. Based on the analysis of the current situation, this study made two suggestions for future tasks. First, human rights education in sport must be based on human rights education principles made by the United Nations, and second, the government officials and educational administrators need to enhance their understanding of human rights education to meet their obligations to promote human rights.

한국 스포츠계의 인권침해가 심각한 사회문제로 대두되자 스포츠인권교육의 중요성과 역할이 그 어 느 때보다 강조되고 있다. 본 연구는 스포츠인권교육의 구체적인 현황과 한계를 분석하여 유엔인권교 육훈련선언을 기반으로 한 향후 과제를 제시하는데 그 목적이 있다. 이를 위해 스포츠인권교육 강사와 교육담당자에 대한 심층면담, 스포츠인권교육 현장의 참여관찰, 그리고 관련 문헌을 수집하였고 질적 연구방법으로 자료를 분석하였다. 연구결과, 스포츠인권교육의 현황은 세 가지로 정리되었다. 첫째, 스 포츠인권교육의 내용 측면에서 스포츠 폭력과 성폭력으로 한정시키고 그 방향은 가해자 개인의 책임 을 강조하는 쪽으로 구성되었다. 인권의 구조와 상호연관성은 간과되어 스포츠지도자의 노동권 문제는 배제되었다. 둘째, 스포츠인권교육 방법의 측면에서 참여자는 실적의 대상으로 인식되어 대규모 교육 의 일방적 지식전달 교육방법이 반복됐으며, 대상의 특성을 고려한 맞춤 교육도 이루어지지 않아 인권 교육의 효과를 담보하지 못함이 밝혀졌다. 셋째, 스포츠인권교육 운영의 측면에서는 운영과 지원 시스 템의 미비, 재정 및 행정인력 지원의 부족, 그리고 인권교육 담당자들의 인권의식 부족으로 양질의 인 권교육을 지속하고 성장해 나가기에 어려운 구조를 지니고 있었다. 이러한 문제를 해결하기 위해서는 크게 두 가지 과제를 고민하고 실천해야 한다. 첫째, 스포츠인권교육은 인권교육의 원칙을 기반으로 진행되어야 하고, 둘째, 스포츠인권교육은 국가의 인권보장 책무와 인권책무 실행자의 이해를 전제로 운영되어야 한다.
